Study On The Risk Assessment Rules For The Security Of Electric Power Supply In European Union

In the context of EU's the unified internal electricity market,the occurrence of powers crisis is easy to cross the border of one country and pose an energy security threat to other member states.In order to change the status quo of electricity risk assessment in only one member country,the European Commission released Regulation on risk-preparedness in the electricity sector in 2019.United the rule of risk assessment in electricity sector,which strengthen the cooperation among EU member states in this field.As an important part of the Regulation,“risk assessment ” rules include assessment of risks to security of electricity supply,methodology for identifying regional electricity crisis scenarios and national electricity crisis scenarios,as well as methodology for short-term and seasonal adequacy assessments.It reflects the EU legislative trend in the field of electricity security,and the determination to strengthen the strategic goal of energy security.However,it also has some deficiencies,such as no clear legal responsibility,the development of evaluation method is delayed,etc.The existing laws of member states are quite different from the risk assessment rules,which is also an important obstacle to the implementation of the rules.In order to improve the construction of China's electricity power legal system,promote the legislation of risk assessment rules,ensure the safety of domestic electricity supply,deepen the reform of electricity marketization,and strengthen the international cooperation between China and other countries in electric power.While recognizing the shortage of EU's rules,China can draw lessons from its advanced experience,pay attention to strengthening the connection between electricity policy and law,clarify the legal responsibility of the main body,promote international electric power cooperation and construct the international cooperation security legal guarantee rules.
