As energy becoming the driving force of economic development in a country under the trend of the low-carbon economy with low energy consumption, low pollution and low emission, people have higher demands on the environment, so the contradiction in the energy demands is more and more outstanding. Because of Natural gas’ abundant reserves, versatility, high output efficiency and low-carbon green, it is widely concerned by countries all over the world. And its demand will continue to increase. At present, the natural gas is the fastest-growing energy in China’s primary energy consumption. It is expected that Chinese natural gas consumption will exceed the current EU gas market consumption in 2030. Because of LNG and pipeline gas imports continuing to increase, domestic natural gas supply security is facing great challenges. So it has a very important practical significance to do research on the construction of and application on the gas supply security index of China to insure the security of energy supply and the development of natural gas industry in China under the background of energy globalization and the low-carbon economy.Starting from the meaning of the Gas Supply Security and the situation of gas supply in China, this paper is to analyze the challenge we are facing. And based on the analysis on the existing research, the theoretical analysis and the meaning of the gas supply security, the paper presents a new understanding of the construction of natural gas supply security index: ①Geopolitical risks is an important index to measure the security of natural gas supply; ②To integrate the various factors on the impact of natural gas supply security, it is more conducive to evaluate the overall situation of China’s natural gas supply security. Conclusion is arrived as net gas import dependency is the most important factor to measure the natural gas supply security. The efficiency of the use of natural gas and political stability in gas-exporting countries are the factors that we cannot ignore. It needs to take measures from these aspects to increase China’s natural gas supply security fundamentally.
