Supply Of Regional Security Public Goods: A New Perspective Of China 's Participation In Security Cooperation In South Asia

In recent years, the stats of Neighboring Diplomacy in China’s overall foreign diplomacy strategy are rising, and it has already become one of the most important pillars of China’s diplomacy strategy. Except for Northeast Asia, South Asia is the region with the most severe regional security situation, for the situation South Asia countries are now facing is combined with traditional and untraditional security issues.Conflicts and confronts between nations, lag of development of regional cooperation organization and contradictory policies carried out by countries outside the region are the main reasons that limited South Asia to form a highly institutionalized and effective regional security cooperation process. The severe regional security situation has not only worsened the security dilemma of countries in the region, but also had a huge negative impact on China. South Asia has a long border with China, and its security has a direct impact and strategic significance to the safety and stability of western part of China. Especially with the fast growth of China’s economy and opening to the world, South Asia has becoming more and more important to China’s "security of pathways ". As the largest and key stakeholders of South Asia’s security, China has to make the region’s security safer and more stable together with other nations in the region by participating in South Asia’s security cooperation process.The theory of Regional Security Public Goods has provided us an illuminating view of how China can participate in South Asia’s security cooperation process:start by providing Regional Public Security Goods and then fully engaged in the process, that both China and other countries in the region can have a better regional security. Regional Security Public Goods is the security level as well as the highest level of Regional Public Goods. The regional security public goods supply mechanism of EU and ASEAN has proved that am effective supply mechanism can play an important role in maintaining regional security. The reason why South Asia’s regional security has not improved in so many years is that the regional does not have an effective regional security public goods supply mechanism.On the one hand, the regional security public goods has the characteristics of "non-excludability" and "non-rivalry" help ensure it can by consumed by any nation, no matter it is powerful or small; on the other hand, its characteristic of "regional" can ensure the pertinence and effectiveness of provision. China can participate in South Asia’s security process by providing regional security public goods, it can help countries in the region to solve different kinds of security problems, make the regional security much better and protect China’s benefits in the region. In the mean time, by providing regional security public goods is a contradiction or refute to views like "China interferes regional affairs" or "China is now seeking regional dominance".
