Performance Evaluation Of Government Purchasing Social Organization Public Service

The purchase of public services by the government is a realistic need to adhere to and develop the socialist system with Chinese characteristics and to promote the modernization of the country’s governance system and governance capacity.It is also an important means of implementing institutional reform and transforming the functions of the government,it is also an important means to improve the efficiency of government operation in most countries in the world.However,the evaluation of the service effect of the government purchasing the public service provided by the Social Organization has certain particularity.However,at present,the performance evaluation of government purchasing social organizations is still in the initial stage of practical exploration,and there is much room for improvement in theory,law and regulation,and practical application.Referring to such policy documents as the National Development Plan for the standardization of social management and public services(2017--2020),the 13 th five-year Plan for the equalization of basic public services,and the guiding opinions on the establishment and improvement of a standard system for basic public services,therefore,this paper attempts to construct a whole performance evaluation system for the government’s purchase of social organizations public services,and selects relevant public service cases in J city to be evaluated and analyzed,and according to the evaluation results,the corresponding optimization countermeasures and improvement measures are put forward.It provides the important decision-making basis for the government to purchase the Social Organization Public Service Fund Budget Planning.The main research content of this article has six parts: the first chapter,Introduction.This paper makes clear the background,theory and practical significance of the topic,summarizes the research status of government purchasing social organization public service at home and abroad,and makes clear the research contents,research methods and innovation points of the paper.The second chapter defines the concepts of basic public service and performance evaluation,elaborates the new public service theory,the public goods supply theory and the government performance evaluation theory,and analyzes the applicability of the above theories to this paper,to lay the groundwork for the rest of the study.The third chapter,thegovernment purchase Social Organization Public Service and the performance appraisal development present situation analysis.To sum up the practical attempts made by the governments at all levels to purchase public services of social organizations in China,and to understand the current situation of the development of the government’s purchase of public services of social organizations and performance evaluation by means of investigation and discussion in the scope of J city,summarize the existing problems.The Fourth Chapter,the construction of performance evaluation system of government purchasing social organization public service.To define the components of the evaluation system,select the appropriate structure,and initially set up the performance evaluation model of government purchasing social organization public service,and adopt AHP analytic hierarchy process,through the formulation of Judgment Matrix,determine the weight of each index,after the consistency test,the final comprehensive weight is determined.The fifth chapter,J City Government Purchase Social Organization public service performance appraisal case analysis.This paper chooses the cases of J city governments purchasing social organization public service in the past three years to verify the practicability of the performance evaluation model.The sixth part,on the basis of the above research,puts forward the supporting measures to improve the performance of the government’s purchase of social organizations,especially for the improvement of performance evaluation,put forward practical measures.The seventh part is the research conclusion and the forecast,carries on the summary to the full text from the overall,draws the research conclusion,and points out the future needs to deepen the research question.
