| With the advance of the reform of the government management system,local governments at all levels have introduced specialized enterprises and social organizations and other social forces through the market competition mechanism in the form of purchase to provide the public with basic public services such as education,health,old-age care,cultural and sports services and services needed for economic and social development.Purchase services from municipal facilities maintenance and maintenance services to the content of the big data and cloud platform development service,involves the field has become increasingly diverse,increasingly service items,how to improve the quality of public service at the same time further optimizes the allocation of financial capital,improve administrative efficiency,enhance the public satisfaction,become a local government needs to solve the major issue.Through the study of China’s public service supply system,experts and scholars believe that performance evaluation is of great significance for improving supply efficiency and service quality.In administrative management,local governments also take performance evaluation as an important means to supervise the purchase of services,and carry out practical exploration in the aspects of evaluation methods,evaluation mechanism and specific application.The pilot work carried out nationwide in recent years has further promoted the performance management and supervision evaluation of local governments in the field of purchasing public services.However,there are still some problems,such as difficulty in full coverage of evaluation,incomplete evaluation content,immature application mechanism of third-party institutions and insufficient application of results.This paper combed the buying public service performance evaluation at home and abroad research,discusses the related theory,from buying purpose,the respect such as main body,purchase way to define the connotation of the government purchasing public service performance evaluation,argument the government to buy the significance of performance evaluation of public services,analyzes the problems in the practice exploration.Around the evaluation subject,evaluation object,evaluation content and other factors,according to the logic frame model analysis of the principle of the service project goal of macro goal decomposition to specific activities,build the purchase and continues the subject of performance evaluation of binary logic model,optimize the evaluation path,choose typical area evaluation model for empirical research.By summing up the experience of the pilot area,the countermeasures to optimize the performance evaluation of local government purchasing public services are put forward.Through this study,the following conclusions are drawn:Two-way plural evaluation should be introduced,that is,by introducing the third party institutions and the social public,the media,such as diversified evaluation subject,building the dual comprehensive performance evaluation mechanism,the government and suppliers for government management efficiency and to undertake a comprehensive evaluation of subject service output effect by improving the public participation,to perfect the third party evaluation system to improve the evaluation effect.In terms of evaluation content,the economic benefit,social benefit and sustainable impact of government purchase of services should be systematically reflected,and the indicators of fairness and public satisfaction should be highlighted.In the application of evaluation results,project information and evaluation results should be disclosed in a timely manner and subject to public supervision;Timely rectify the problems found in the evaluation,implement the proposed recommendations,and implement the main responsibility through the accountability mechanism to avoid the occurrence of similar problems. |
