The Current Situation And Countermeasure Of The Communist Youth League's Purchase Of Public Services From Social Organization

The 19th National Congress of the Communist Party of China pointed out that the Communist Youth League,the Women's Federation,the Federation of Trade Union.and other mass league organizations should innovate the mechanism and methods of mass work.They have to play the role of a bridge connecting the masses,and mobilize the broad masses of the people to follow the Party unswervingly.The Communist Youth League's purchase of public services from social organization,is the needed of adapting to the government's functions transfer,and is also a development task proposed by Communist Party of China.In the new period,as the Party's assistant and reserve force,how to effectively participate in the work of government procurement of services,providing more high quality services for youth groups,and building a better platform for the development of the youth social organizations,is related to the youth work and stability in each region.It's both an opportunity and a challenge for the Communist Youth League.and is also a new mission given by the Party.This article takes the Communist Youth League of Lianjiang County to purchase the public service of social organization as the object of study,based on the theory of new public management and public product segmentation.It use the methods of literature,comparison and investigation to analyze the current situation of the Communist Youth League's purchase of public services from social organization.The study shows the following problems which existed in the purchase of public services of social organizations by the Communist Youth League of Lianjiang County.It includes the immature development of youth social organizations,the lack of social workers,the unclear way of purchasing service work,the irregular process of purchasing service,the large gap of work funds,etc.Finally.the paper points out that the only way to improve the public service of the Communist Youth League in the purchase of social organizations,should be the following aspects.Such as strengthen the training of youth social organizations and youth social workers.getting through the running chain for the purchase of public servies from social organizations,improving the system construction,and expanding the sources of funds.
