The Third Plenary Session of the 18 th CPC Central Committee put forward "promoting the modernization of national governance system and governance capacity",and the Third Plenary Session of the 19 th CPC Central Committee clearly put forward the major proposition of deepening the reform of national institutions.Government performance management has become the core content of government reform,and China has made significant innovation in establishing a reasonable performance evaluation system of government organizations.As an innovative organizational performance management tool,balanced scorecard has been widely used by Chinese government organizations and achieved some experience and results,but there are still many problems in practice,especially in the special types of government organizations such as High-tech Zone Management Committee,which lack of mature theoretical guidance.This paper attempts to apply the Balanced Scorecard to the performance evaluation index design of the Management Committee of the high tech Zone.It not only pays attention to the economic benefits,but also focuses on the development of high-tech,public satisfaction and other aspects.It is of great significance to further improve the performance evaluation level of government organizations,especially those with special functions.In order to build an objective,scientific and comprehensive performance evaluation system of the Management Committee of the high tech Zone,through literature review and theoretical traceability,on the basis of in-depth analysis of the current situation of the performance evaluation of the Management Committee of the high tech Zone,the necessity and feasibility of introducing the Balanced Scorecard into the Management Committee of the high tech Zone are demonstrated,and the performance evaluation dimension is modified and improved.This paper constructs a five-dimensional balanced scorecard performance evaluation system framework that emphasizes business functions,industrial upgrading and optimization,public services,administrative processes,learning and growth.Define the mission,vision and strategy,draw the strategic map,use Delphi method to screen the initially established indicators,use exploratory factor analysis to optimize the indicator evaluation system,give the indicator weight based on the factor variance contribution rate and factor score,and finally build the Q high tech Zone Management Committee performance evaluation index system based on the five-dimensional balanced scorecard.The system is divided into five first level indicators,12 second level indicators and 40 third level indicators,and provides countermeasures and suggestions on how to ensure the smooth implementation of the performance evaluation system,which proves the applicability and practicability of the Balanced Scorecard Applied to such special government organizations as the Management Committee of the high tech Zone,with application value and promotion value.
