At present, the global economy is still no obvious signs of recovery, China’s economy is facing downward growth situation, many social contradictions and social problems in a short time come out, relationship between the government, market and society of the three need further adjustment and optimization, government departments need to construct perfect performance management system. However, the Balanced Scorecard as a successful management tool, by the linking strategy, strategy target, target indicators, construction of strategic performance management framework is reliable for the organization, both performance management function and function of strategic management. Based on it’s advantages, I think we can introduce the Balanced Scorecard in government performance management. Especially in order to maintain social stability as the first task of the Politics and Law Committee, also faces the dual challenges of saving cost and transformation of administrative function, the balanced scorecard can plan the strategic goal of long-term and short-term period for the balance of financial and non-financial indicators, has very high fit.Paper describes the present situation of the local government performance management and balanced scorecard application to start in the non-profit organization, described the Balanced Scorecard framework, function and application. Secondly, in-depth analysis of the problems in the practice of Politics and Law Committee, and to explore the feasibility of the introduction of the Balanced Scorecard. Finally, combined with the Politics and Law Committee’s own characteristics, the traditional BSC correction, optimized performance index system of the Politics and Law Committee, and specifically addressed the implementation process, improve performance evaluation and feedback mechanism, formed a relatively complete performance management system.
