However, the Balanced Scorecard as a successful management tool, by the linking strategy, strategy target, target indicators, construction of strategic performance management framework is reliable for the organization, both performance management function and function of strategic management. Based on it’s advantages, I think we can introduce the Balanced Scorecard in government performance management. Especially in order to maintain social stability as the first task of the Politics and Law Committee, also faces the dual challenges of saving cost and transformation of administrative function, the balanced scorecard can plan the strategic goal of long-term and short-term period for the balance of financial and non-financial indicators, has very high fit.Paper describes the present situation of the local government performance management and balanced scorecard application to start in the non-profit organization, described the Balanced Scorecard framework, function and application.
