Research On The Implementation Of The Power List System For Small And Micro Enterprises In H Town, W County, Shandong Province

The Party and the government attach great importance to the development of the power list system and call for promoting the reform of the power list system throughout the country.In grass-roots governance,the list system of minor and minor powers plays an important role in defining grass-roots powers and promoting villagers' autonomy.On the basis of learning from the advanced experience of Ninghai County,Zhejiang Province,and combining with the local reality,W county has established 30 items of W county's village-level power list,which has been popularized in H town.However,can the small and micro power list system solve the policy problems faced by town H and achieve the expected policy objectives? In the process of promoting the small and micro power list system in town H,what policy implementation problems have been encountered,and what factors have influenced the problems? These problems are worthy of the author's deep research and thinking.Through the investigation of the process of carrying out the small and micro power list system in H town,it is found that in the process of dealing with the affairs at the village level,there are some policy problems,such as abuse of power,corruption,poor service ability of village organization and difficulty to realize villager autonomy.The small and micro power list system can realize the goal of grass-roots Social Governance and solve the dilemma of grass-roots governance by restricting village power,promoting villagers' autonomy,giving full play to the initiative of social organizations and villagers' political participation.Through questionnaire and interview,the status quo of the implementation of the small and micro power list in H town was investigated.It is found that the problems of perfunctory,blindness,misinterpretation,mechanism and boycott in the policy implementation of H town affect the realization of the policy objective.This paper takes the comprehensive model of policy implementation as the analysis tool,and analyzes the policy implementation from three aspects: The policy problem,the policy itself and the influencing factors outside the policy,and finds the reasons that cause the policy implementation problem.Finally,the paper puts forward suggestions for improvement of policy implementation,with a view to achieving policy objectives and solving policy problems.The study on the implementation of the small and micro power list system in H town can improve the policy implementation ability of the policy executor,promote the solution of policy problems,and realize the policy goal of "control power" and "autonomy".At the same time,enrich the research of the small and micro power list system,and promote the development of grass-roots governance.
