Research On The Multi-level Old-age Security Legal System In Xin Jiang

In 2000,China began to enter an aging society.With the development of economy and technology,the old-age problem of Chinese society has gradually become the object of scholars’ attention.Although China has made unprecedented achievements in the field of old-age security in recent years,because it is a large population,some of the elderly in China still can not obtain relatively high-quality old-age services;and some of the elderly,although enjoying old-age services,but less targeted,can not solve their immediate problems.How to deal with the aging of the population and carry out the work of aging smoothly needs the law as the guarantee.However,the current policy on old-age security generally provides for old-age security.However,it has not yet risen to the legal level,making it more difficult for local pension work.The 19 th CPC National Congress of the Communist Party of China has pointed out the direction for deepening the reform of social security.In accordance with the arrangements of the 19 th CPC National Congress,it is necessary to establish a multi-level social security system that covers the whole people,coordinates urban and rural areas,has clear powers and responsibilities,and ensures moderate and sustainable social security.The fundamental goal and goal of establishing and perfecting the social security system in Xinjiang is to provide stable living security for all members of society,enhance the happiness and sense of acquisition of the whole people,and thus achieve social stability and long-term stability.With the goal of the state calling for an active response to aging,the old-age security work in Xinjiang is difficult to target different regions and regions without establishing local laws and regulations.Based on the analysis of previous research theories and the current situation of aging in Xinjiang,this paper tries to analyze the current situation and difficulties of pension security and other related policies in Xinjiang.Through the study of the past scholars on the legal system of old-age security,we can find that the problem of aging has become the focus of attention of various disciplines,and domestic scholars have carried out all-round research on the existing pension security system through different perspectives,but it is not difficult to find that there is still a large gap in the study of the legal system of old-age security.The first chapter analyzes the necessity of implementing local laws and regulations of multi-level pension security in Xinjiang through combing the literature.Chapter II This paper analyzes and defines the multi-level old-age security system and expounds the existing system according to the relevant laws of Xinjiang.The third chapter,according to the present situation of Xinjiang pension security,analyzes the problems existing in the relevant legal system of Xinjiang pension security.The absence of old-age security legislation and the problems existing in the judicial process lead to the study of old-age security legislation become an urgent problem to be solved in the aging problem.Chapter four,from the legal level to solve the multi-level old-age security legislative countermeasures in Xinjiang,in order to better protect the legitimate rights and interests of the elderly in Xinjiang,Xinjiang to deal with the aging of the population,promote the balanced development of the population contribution strength,explore a road suitable for local characteristics to cope with the aging of the population.
