Legal Analysis Of The New Functions Of The Security Committee

The Security and Defense Commission,which began in the 1950 s,played an important role in grassroots governance in a specific historical period,and we should learn from and judge the positive effects of the "Feng Qiao Experience" in grass-roots social governance and explore and innovate under the urban neighborhood committee.This paper takes Changchun City X Community Security Committee as an example.By combining the existing legal theory on the public security committee with the actual investigation process,that is,the problems in the daily work of the X community public security committee,we will understand the security of public security.The status of the Committee in China ’s Constitution and laws and regulations,in-depth investigation of the status of the work of the X Community Security Committee in the prevention and control of grass-roots security,and the difficulties and causes of its work,trying to give a more in-depth analysis at the legal level.The lack of grass-roots legal system,the government’s guidance according to law and the dual weakening of the autonomy function of the Security Committee,and the concept of autonomous rule of law at the grass-roots level has not yet reached a general consensus make the autonomy is not clear,the internal operation efficiency is poor,and the residents’ participation awareness is insufficient.We should combine the active role of "Feng Qiao Experience" in grassroots social governance,and innovate the new functions of community key personnel supervision work and comprehensive security and joint defense work centered on the public security association.By adhering to the top-level design of grass-roots social governance and improving the organizational mechanism,working mechanism,and supervision mechanism that guarantees its function realization,we hope to make a slight contribution to improving the legal governance of grassroots social governance in China.
