The grass-roots civil servants in villages and towns are the executors and interpreters of national policies.They undertake the basic tasks of national governance.To build a scientific and effective incentive mechanism for grass-roots civil servants in villages and towns is the main content of building high-quality civil servants,promoting regional social and economic development and promoting the process of "Rural Revitalization".At present,the number of grass-roots civil servants in villages and towns in China is about 3.9 million,accounting for 55%of the total number of civil servants.It is particularly important to improve the incentive mechanism of grass-roots civil servants in villages and towns and improve the level of public services of the government.Taking Cangnan County of Wenzhou City as an example,this paper makes an investigation and Research on the four aspects of the incentive mechanism of the grass-roots civil servants in villages and towns through literature research and questionnaire survey.It is found that the current incentive mechanism of the grass-roots civil servants in villages and towns in Cangnan County has the following problems: first,the rationality of salary setting needs to be improved;second,the effectiveness of training and incentive Third,the promotion position is low and the promotion cycle is long.Fourth,the assessment and incentive orientation is not obvious.These problems make the grass-roots civil servants in villages and towns have great mobility,low enthusiasm for work,and the quality of cadres is difficult to be further improved.The main causes of the above problems are as follows: first,the promotion mechanism is not perfect;second,the salary system reform cannot keep up with the changes of the times;third,the training concept is relatively backward;fourth,the traditional assessment concept is inertia.On the basis of in-depth analysis of specific problems and causes,this paper puts forward specific countermeasures to optimize the incentive mechanism of grass-roots civil servants in Cangnan County: first,to establish a flexible and diversified salary system;second,to update the concept of grass-roots civil servants training;third,to unblock the promotion channels of grass-roots civil servants;fourth,to improve the assessment management of grass-roots civil servants.
