Study On Cooperative Governance Of Urban Public Health Emergencies

Nowadays,with the rapid development of economy in our country,the function of the urban system has become increasingly complex,the city’s population is increasing,the connection between the cities growing,the number of emergent public health events are gradually increased,the personal safety of the public is after the test,which constitutes a great threat to our country,seriously affected the sustainable development of society in our country,hindered the realization of emergency management and emergency ability modernization in China.Therefore,the current emergency work is still facing new challenges and tasks,and the research on the governance of public health emergencies needs to be put on the agenda urgently.In recent years,great progress has been made in the field of public health emergency response in China,but the discussion on cooperation in emergency response is still relatively insufficient.In order to better deal with and solve public health emergencies,the necessity of cooperation and common governance among diverse social subjects becomes more obvious.This paper is mainly composed of six parts.The first part introduces the background and research significance of this paper.The second part introduces three concepts mentioned in this paper,namely public health emergencies,emergency management and emergency cooperative governance,followed by the elaboration of the four basic theories cited in this paper.The third part takes the prevention and control of dengue fever epidemic in Guangzhou as a case,and analyzes the current situation of cooperative governance of public health emergencies in guangzhou through case analysis.The fourth part of the thesis summed up the main body in urban public health emergencies in the process of emergency cooperation governance,the paper discusses the problems and analysis,respectively from the government,citizens,businesses,volunteer organizations,the mass media such as the Angle of the five main body are summarized,and thus illustrates the cause of the problem.By drawing on the successful experience of some typical cases and learning effective governance measures of western countries,this paper puts forward some targeted Suggestions according to the problems and causes exposed in the whole emergency governance process.First,cultivate a cooperative governance culture featuring social participation,update the concept of government,formulate specific operational local implementation rules,strengthen the awareness of cooperative governance,and form a cooperative governance mechanism featuring multiple subjects.Second,from the perspective of individual citizens,it is necessary to strengthen the education of citizens’ crisis cooperation and co-governance,strengthen the awareness of citizens’ participation and enhance the consensus of cooperative governance by shaping the safety cultural atmosphere,and strengthen the publicity work of emergency response at the same time.Third,from the perspective of enterprises,the coordination and interaction between government and enterprises in the process of cooperative governance of public health emergencies should be enhanced to reduce ’intervention in enterprises,enhance mutual trust between government and enterprises,and improve enterprises’ sense of social responsibility.Fourth,establish and improve the long-term mechanism and coordination mechanism of emergency cooperation and governance,create a good institutional environment by revising and improving relevant laws and regulations,and ensure that there are rules and regulations to be found;Fifth,establish an effective and smooth emergency information integration network,give full play to the role of big data and emerging media,and improve the resource sharing and information communication platform.The sixth part summarizes the content of the full text.
