New media also known as the "fifth media" is the media form supported by the new network technology system,which has brought earth-shaking changes to people’s lives.Meanwhile,some people with ulterior motives utilize it to update the intractable Internet fraud、telecom fraud and create more confusing tricks which can hardly be seen through and cause huge damage to people,not to mention property losses.Under this-situation,to reduce the incidence of fraud,increase the detection rate of fraud cases and contribute to the construction of a harmonious society,it is necessary to study the fraud case in new media environment,analyze the reason and feature of such frequently occurred cases.Fraud cases which were occurred in Wuhu in recent years are analyzed systematically with literature research,empirical investigation and interview.In this paper,basic concepts of new media,the research background,significance of the problem mentioned above and related concepts of fraud crimes in new media environment based on domestic and foreign research are introduced in the first chapter.In the second chapter,the features which contains theme features,object features,method features and process features of the fraud crimes are analyzed deeply.Based on the description of the governance experience of foreign fraud cases in the third chapter,governance countermeasures of fraud cases are studied from five aspects in the fourth chapter,which include the government perspective,the technical perspective,the legal perspective,the multi-force coordination perspective and the safety education and safety system perspective.Summary and expectation are stated in the fifth chapter.
