Since 1994,when the Internet entered China,it has been developing at an astonishing speed and technology has been changing constantly.Now,China is the world's leading country in the use of the Internet.With the information technology revolution sweeping up,the digital economy is growing at a geometric speed,science and technology have infiltrated into all the way of human production,life and social contact,and people do not stick to the traditional face-to-face communication,and more choice of non-contact information exchange.Along with the rapid changes in science and technology,following the development of communication and network media,telecommunications network fraud has spread rapidly and expanded,not only infringing on the People's most basic economic interests,but also endangering the sustainable development of the economy and society,the risk and difficulty of social management in our country are increasing.The management of Telecommunication Network fraud,a hot issue of people's livelihood,is becoming more and more important and urgent in the field of social management.How to effectively control the telecom network fraud has become an urgent social problem to be solved by government departments at all levels.Based on the whole governance,collaborative governance,cost-benefit and other relevant theoretical points of view,the use of literature research and practical case analysis of the subject;This paper expounds the definition of telecom network fraud crime,telecom network fraud behavior,telecom network fraud governance and the harm caused by telecom network fraud This paper further analyzes the general situation and common types of telecom network fraud in Cangnan County through data and cases,and introduces the governance mode and effectiveness of telecom network fraud in this county in recent years;This paper points out the difficulties and the reasons of the current telecom network fraud governance in this county,and connecting with the advanced governance experiences at home and abroad,advances some countermeasures for the governance of the telecom network fraud in Cangnan County County,it mainly includes establishing a complete telecom network fraud management system,improving the ability of related departments to deal with telecom network fraud,and perfecting the related management from the angle of cost-benefit.
