The report of the Nineteenth Congress of the CPC pointed out that socialism with Chinese characteristics has entered a new era.We must always take solving the problems of agriculture,countryside and farmers as the top priority of the Party’s work and implement the strategy of rural revitalization.In the Strategic Planning for Rural Revitalization(2018-2022),it is clearly put forward that "improving the modern rural governance system".The cadres at the grass-roots level in the countryside are at the end of the government management system,which is the key factor to promote the modernization of the rural governance system.To some extent,the ability level of the cadres at the grass-roots level in the countryside directly affects the implementation effect of the strategy for Rural Revitalization and directly affects the new era farmers.The development of village areas.This paper takes the rural grassroots cadres in Z District of Z City as the research object,through the methods of on-the-spot interview,induction and analysis,combined with the new requirements of the new era for rural grassroots cadres,finds and summarizes the current situation and existing problems of the rural grassroots cadres in Z District,from the following aspects:the core position of the party organization of the cadres is not obvious,the strength of the cadres is weak,the reserve force is insufficient,and the stability of the cadres This paper systematically summarizes the problems of the rural grassroots cadres and analyzes the causes of the problems,including the poor construction of the leaders of the party organization,the single entrance of the village cadres,the inadequate training and education,and the lack of incentives.Combined with the public choice theory,Fromm’s expectation theory and other relevant theoretical knowledge,this paper puts forward some targeted measures in the selection and appointment of rural grassroots cadres,training and use,evaluation and incentive,etc.:improving the selection and appointment mechanism,strengthening the construction of talent management,reserve and attraction system,scientifically setting up the methods of cadre training,supervision,evaluation and management,and innovating the methods of evaluation and incentive,etc.The research object of this paper has certain representativeness,which can provide certain reference and experience for the construction of rural grassroots cadres in the new era.
