| For a long time,the issue of grass-roots governance has been a hot topic in academic research.In history,the rural grass-roots governance model is always in the process of continuous adjustment and change."The imperial power does not go down to the county","dual track politics","the internal involution of state power","holistic governance","township government and village governance","profit sharing order" and other generalizations reflect the unique grass-roots governance mode in different periods.The Third Plenary Session of the 18 th Central Committee of the Communist Party of China first proposed "modernization of national governance system and governance capacity",and regarded it as one of the general objectives of comprehensively deepening reform,while promoting the modernization of grass-roots governance is an important part of the modernization of national governance.The central government has repeatedly stressed the importance and urgency of the modernization of grass-roots governance.Local governments in many places have also actively formulated and planned specific goals and corresponding paths for the modernization of grass-roots governance to complete the modernization transformation of grass-roots governance.In recent years,under the background of emphasizing the modernization of grass-roots governance in many parts of China,the phenomenon of professionalization of village cadres has appeared in many eastern areas.As an important part of the modernization of grass-roots governance,professional village cadres play a key role in grass-roots governance.At the same time,in the trend of urbanization and marketization,under the guidance of administrative forces,many village cadres’ governance behavior and management mode gradually changed to modern professional characteristics.Based on the investigation of a rural community in the suburb of Suzhou,this paper focuses on the professionalization of village cadres.First of all,it describes and analyzes the local village level governance situation and the phenomenon of village cadre professionalization in detail;secondly,it summarizes the reasons for the formation of village cadre professionalization;thirdly,it analyzes the influence of village cadre professionalization on grass-roots governance;finally,it makes a comparative reflection on the applicability and effectiveness of village cadres professionalization in different regions,and it also makes a comparative reflection on the village cadre occupation After the transformation,the effective balance between the township administrative power and the villagers’ self-government power is reflected.It is found that under the background of the modernization of grass-roots governance,the practice of village governance shows the characteristics of hierarchical governance organization,regular governance mode and administrative governance means.At the same time,the practical conditions such as the government’s strong overall social management mode,the intensive and frequent internal affairs of villages,the stable and rich salary and treatment of village cadres,and the abundant resources of village governance effectively promote the formation and development of village cadres’ professionalization.Therefore,a large number of young,educated and professional village cadres have become the organizers and managers of village professionalization in the new era.Most of them have modern professional consciousness,and their working style shows the characteristics of standardization and formality,especially excluding the acquaintance logic and emotional relationship of traditional local society;the system of shift work,assessment,leaving traces,etc.has become the normal of their daily work.At the same time,the work of village cadres mostly comes from the village public affairs and the administrative tasks assigned by the superior government,and is managed and supervised by the grass-roots government.In the process of the development of village cadres’ professionalization,the professionalized village cadres have a profound impact on the grass-roots governance.The advantage lies in that the behavior of village cadres is regulated within the existing institutional framework,and their work follows the principle of institutionalization and formalization to realize the standardized management of village organizations.At the same time,the village governance ability is continuously improved,among which the ability of village level to undertake administrative tasks is improved The ability of public service and financial management at the village level will continue to improve.However,the adverse effect is that the administrative level of the village cadres is deep,which is easy to cause the administrative power in the village level governance to eliminate the villagers’ autonomy.At the same time,the professional identity and behavior logic of village cadres ignore the individual needs of villagers,and cannot effectively complete the mass work,so it presents a governance dilemma of alienation between cadres and masses. |
