Research On Cost Management Optimization Of Military Scientific Research Project In Y Institution

Since entering the 21st century,China has made great progress in various fields and has become the second largest economy in the world.With the increasingly serious international situation,China is constantly facing new challenges,especially in some high-tech fields.In order not to be restrained by other countries,China’s emphasis on military scientific research is increasing day by day,and the volume of military scientific research projects is also increasing,besides,a new funding management policies have been issued in 2019.Project cost management is one of the key work to determine whether the national funds can be used efficiently.Although it has been widely used and developed in China,the implementation of specific work and the adaptation to the new regulations need to be further optimized and improved.In this context,this paper analyzes the current situation of cost management of military scientific research projects in Y institution,and finds out the problems,in order to optimize and improve its current cost management links.Summarize the problems such as the change of management method,the lack of awareness of project cost management and the backwardness of management method.Then using the methods of WBS estimation,Gantt chart,and earned value analysis,combined with the interpretation of the new policy,form the optimization plan of the cost budget link and cost control link,and the cost assessment link was designed.Finally,the cost optimization scheme was applied to the military scientific research project undertaken by the Y institution for testing.The results show that the optimization scheme carried out in this paper is reasonable and feasible,and the application effect is summarized and evaluated.The research in this paper has certain significance for improving the project cost management level of the Y agency,and can play a guiding role in the cost management of military scientific research projects in the Y institution.At the same time,it can also serve as a reference for other institutions’ cost management in the new policy environment.
