Be Prudent In Laws:The Study About The Functions Of Metrology System In Ancient Economic Life

In this paper,we take Qin Shihuang united the metrology system and Sui Wendi legislated the past three generations’ metrology system as two time points.Meantime we especially focus on various laws that the previous dynasties made in order to maintain and manage the system of metrology.By sorting out the developments and changes of the Metrology’s unit system,the standard gauges,the management and calibration system in the past dynasties,this paper sums up different management and legislation of the metrology in ancient times and recognize the continuous development and progress of the ancient legal system of metrology.Meantime the management and legal norms about the verification of standard gauges and the results of metrology are more systematic and perfect.And the legal responsibility for violating the relevant metrology system is also more clear.In the framework of ancient economic life,sine currency is the straightforward manifestation of economy,land tax is the focus of attention of officials and people in all past dynasties.And the salary level of officials determines whether they can fulfill their duties.Based on these special meanings,the author chooses these three contents as the research angle and then analyzes the influences of the development process of metrology on the legal system of currency,the land tax and the officials’ salary level.It is believed that while the metrology system is more perfect,the relevant economic legal system content is more standardized and unified.Furthermore,this paper also points out that if emperors were prudent in the legislation of metrology,then the metrology system would have a positive impact on the stability of the country,the promotion of economic development,it can also make daily life and market transactions more convenient,guarantee the moderate fairness under the unite system,furthermore it also develops and improves the legal contents of metrology system.Meantime this paper also points out that if imperial courts left the metrology system alone,then the chaotic system will bring damages and inconvenience to dynasties’ economy and people’s life.The historical experience of the ancients tells us that we should recognize the importance of metrology for a country’s national economy and people’s livelihood.Metrology is a strong weapon of a nation,it also matters people’s livelihood a lot.This paper attempts to stand at the connection point between ancient and modern times,through the combing and summarization of ancient laws and management systems about metrology and combines the concept of delegate power and optimize service,then put forward some suggestions on the current revision of the metrology laws in China.First,to facilitate and lighten the burden of people,that is to say governments should liberate and give full play to the vitality of market.Second,governance should keep pace with the times.This means governments should actively perform their functions.They should also keep pace with times and improve relevant metrological legislation in order to promote the vigorous development of metrology.Last,keep it if it is feasible,eliminate it if it is not.This is to say governments should strengthen the administrative supervision of metrology affairs,and intensify efforts to crack down on violations of metrology laws.
