Study On The Problems And Countermeasures Of Public Goods Supply In Township Government

The issues of agriculture, rural areas and farmers have been decided to be themost important affairs for China to build a moderately prosperous society and topromote the process of modernization. These fundamental issues play an essential rolein the relationship between the party and the country as a whole. The Fifth PlenarySession of The Sixteenth Party have mentioned the major strategic decision of“building a new socialist countryside and production development, well-off life,civilized, clean and tidy village proposed building a new socialist democraticmanagement.” The requirements in rural areas, which also provided for the new ruralconstruction public goods in rural areas, supply a theoretical basis for citizens.Township governments, the leaders, who contact with the rural local governments,hold the main responsibilities in the new rural construction plan.My thesis based on the analysis of the dynamics both of domestic andinternational researches according to the public service equalization theory,government functions, the supply of public goods, and new public service theory.Based on these kinds of theories, I take the county, Xiangyin in Hunan province as anexample. Through my study, I describe the current development of the small townChangkang, and the problems of the town as to the supply of public goods; the mainsupply of scarce materials; the limitation of the coverage of the products;unreasonable measures to deal with the problems; and citizens’ dissatisfaction withgovernments’ measures and so on.By analyzing of the current problems, I believe that the imbalance still exists ineconomic development in urban and rural areas, including financial constraints, thesupervision mechanism, supply problem, and unscientific modes of supply.There aremany problems in Changkang town.And I look forward to the townshipgovernments’ plans and methods to solve these problems effectively, and especiallyhope that the methods can improve the town of Changkang’s Financial supportcapabilities, and advance the supply of public goods decisions expression andresponse mechanisms, establish of effective demand for farmers’ products, correctservice attitude of government, change the concept of the civil service examination,and develop a government-led and multi-supply model under a host a suggestions andrequests.
