Study On Countermeasures Of China-ASEAN Maritime Search And Rescue Cooperation

In order to cooperate with the implementation and advancement of the national "One Belt One Road" initiative,the national maritime search and rescue authorities have strengthened maritime search and rescue cooperation between China and ASEAN countries.After several years of advancement,it has been found that maritime search and rescue cooperation is not so easy to promote.In actual work,it analyzed the problems of China-ASEAN maritime search and rescue cooperation,and analyzed related reasons,and put forward specific suggestions on the promotion of China-ASEAN maritime search and rescue cooperation.(1)Using theories of collaborative governance,public service,maritime safety,and emergencies,it analyzed the necessity of China-ASEAN to strengthen maritime search and rescue cooperation.The South China Sea is the sea area jointly watched by China and ASEAN countries.Maritime safety is directly related to the safety of the people’ s lives and property at sea.In national governance,it is what a country should provide by providing public services for ships and personnel navigating and operating at sea.Yes,we use theories and methods for responding to emergencies to coordinate the management of marine emergencies,provide security maintenance for the countries and people around the sea,and maintain the safety of people’ s lives and property.(2)The desire and concept of strengthening China-ASEAN maritime search and rescue cooperation is very beautiful.However,due to the cultural differences between China and ASEAN countries and their mutual deficiencies,and the different levels of participation in international conventions between China and ASEAN countries,The goal of search and rescue cooperation is still unclear,and the ASEAN’s unanimous external principle and other related factors have made it difficult to promote China-ASEAN maritime search and rescue cooperation.There are obvious obstacles in the promotion.There is less forms of maritime search and rescue cooperation,insufficient depth,and less participations of ASEAN countries.There are many problems such as activeness,weak foundation for cooperation and low frequency of cooperation.(3)By learning from the relevant foreign maritime search and rescue cooperation in the corresponding environment,such as the Baltic Sea,the Black Sea.and the Arctic waters,combined with the analysis of the causes of China-ASEAN maritime search and rescue cooperation,it is proposed that strengthening China-ASEAN maritime search and rescue cooperation is expanding the scope of cooperation,Promoting the in-depth development of cooperation,expanding the scope of cooperation participation,strengthening the basic research of cooperation and strengthening the frequency of cooperation,etc.,are designed to provide certain assistance to national government agencies in designating China-ASEAN maritime search and rescue cooperation decisions.The cooperation of countries’maritime search and rescue is affected by many factors and causes.What is mentioned in the article is only the author’ s simple perspective.It is affected by various factors such as national and regional economic,political,and diplomatic factors.Strengthening China-ASEAN countries’ maritime search and rescue cooperation is one the long process cannot be accomplished overnight,but the strategy of strengthening planning,implementing early,and steady advancement will surely push China-ASEAN maritime search and rescue cooperation to a new height and level.
