| With the advent of the mass tourism era,tourism has become one of the indispensable ways for people to pursue a better life.The supervision of the tourism market is to better maintain the stability of the tourism market,protect the legitimate interests of tourists,and better meet people’s needs for a better life.However,with the rapid development of the tourism,chaotic phenomenon appears,which not only seriously infringes the legitimate interests of tourists,but also disrupts the order of the tourism market.How to build a scientific and effective tourism market supervision system has become very necessary.In 2018,China experienced the eighth administrative system reform after the reform and opening up.In this reform,the cultural and tourism sectors were merged.The reform has been completed in Yangzhou in 2019.This paper analyzes the impact of the administrative system reform on the establishment of the tourism market supervision system,and concludes that the establishment of the tourism market supervision system based on the administrative system reform is more in line with the development requirements of the times,and is more conducive to discovering and solving problems in the market,more helpful for the development of tourism.But the new round of administrative system reform will bring new challenges to the tourism market supervision system.Based on the content of the administrative system reform,this paper divides the tourism market supervision system into three aspects:organizational system,institutional system,and operating system.And taking the Yangzhou City as the example,using responsive supervision theory and collaborative governance theory into analyzing the problems existing in the tourism market supervision system in Yangzhou from the perspective of tourist,tourism enterprise and tourism authority through questionnaires and interviews.It is concluded that there are three main problems in the supervision system of Yangzhou tourism market:"unmanned","not well managed",and"not well managed".In combination with the current situation of the tourism market supervision system in Yangzhou,the reasons for the problems are mainly concentrated in three aspects:the lack of rigor in the construction of the organizational system,the imperfect construction of the institutional system,and the insufficient optimization of the operation system.Finally,through analysis and research,a series of measures to improve the market supervision system are proposed from the three aspects of organizational system,institutional system and operation system.Firstly,establish a comprehensive supervision mechanism for the tourism market,rationally allocate supervision authority of related departments,strengthen collaboration and integration,and form a strong internal and external cooperation mode.Secondly,improve the construction of the tourism industry supervision system like standardizing business operations and regulating law enforcement procedures to restrict behavior.Thirdly,innovate the method of tourism market supervision,introduce multiple forces to form a supervisory force,promote intelligent supervision,and strengthen the industry’s law popularization to improve service and supervision efficiency. |
