| In recent years,the reform and development of market supervision system is in full swing.As an important part of the reform,administrative examination and approval plays an important role in the system reform.Because there are too many market supervision departments in most regions of China,the scope of law enforcement is scattered,there are differences in the institutional setting of local governments,there are many types of administrative examination and approval,and the procedures are complex.In the wave of reform in the new era,there are still many aspects to be improved in order to make the reform of administrative examination and approval meet the needs of market development.The 19 th National Congress of the Communist Party of China defined the specific plan for the reform of the market supervision system in the top-level design,and set a "timetable" for the reform of the grass-roots commercial system.In order to complete the transformation of grass-roots departments from management to service,improve the level of serving the masses and improve the efficiency of government work,the market supervision and Management Department of D city has carried out top-down system reform.Through the implementation of streamlining administration and delegating power,accelerating the transformation of government functions and optimizing the business environment,we can meet the market demand and build a market supervision department satisfactory to the people.Through active actions,the market supervision bureau of D city has made certain achievements in the market supervision reform and become an excellent demonstration area of county-level reform.In the reform,the efficiency of administrative examination and approval has been improved and the service level has been recognized by the masses.However,there are still constraints in the process of administrative examination and approval reform.It is necessary to further break the ideological constraints and the interest barriers formed between various departments over the years,solve the problems existing in people’s handling of business,implement the "one-time" in place,and deeply solve the problems of county administrative examination and approval.Based on the reform of administrative examination and approval in D City under the background of market supervision system reform,based on the theory of service-oriented government and process reengineering,and according to the current situation of administrative examination and approval reform in D City,this paper studies the shortcomings of grass-roots market supervision departments in remote areas in the process of administrative examination and approval system reform,and makes an in-depth analysis of the existing problems.It is found that there are still some problems in the process of administrative examination and approval in D City,such as poor promotion effect of administrative system reform,poor cross system data connection,low efficiency of examination and approval,weak policy implementation and so on.It is considered that the reasons for these problems are imperfect administrative system and mechanism,isolated information island,differences in staff education,low professional quality,insufficient supervision and so on.Finally,it puts forward some countermeasures to improve the efficiency of administrative examination and approval,such as promoting the reform of administrative examination and approval system,strengthening the connection between various departments,strengthening the professional quality of staff by means of training and assessment,improving the service level for the people,strengthening publicity and creating a good social supervision atmosphere,so as to achieve the best implementation effect of the last kilometer of the policy and contribute to the development of county economy. |
