Research On The State Responsibility Of Chinese Citizen

By the end of 2019,the number of senior citizens in China has exceeded250 million,accounting for nearly one fifth of the total population.It is predicted that the elderly will pass 300 million by 2025.Faced with the accelerated aging of the population,how could Chinese citizens make sure the elder will be looked after properly? Pension is a fundamental right for citizens,which requires the government to take the corresponding responsibility.With weakened family endowment capacity and unclear pension obligations,how to provide a better protection to the citizen’s endowment rights and interests,the responsibility of state has been playing a great role in the elderly care.This paper focus on what is the responsibility of the state in the care of its citizens,and how should the state bear its responsibility better.It is divided into the following five parts:The first part is the introduction which mainly talks about the theories,combined with the current situation of citizens pension to explain the significance of the state responsibility in citizens pension.Analyzing the research status of the citizen’s pension for state responsibility,it points out the main research methods adopted in this paper.The second part is about the basic issues of citizen’s national responsibility for the elderly.Starting from the concept of state responsibility,this section puts forward the specific connotation of the state responsibility of citizens’ pensions by analyzing the subject,counterparty,responsibility content,and limitation of the citizen’s pension.That is,the state,as the main body of citizen pension responsibility,should be The three levels of economy,life,and spirit bear the corresponding national assistance and social security responsibilities.Finally,this article combines the theoretical basis of the state’s responsibility for the elderly and my country’s own characteristics of elderly care,and elaborates on the composition of the state responsibility for the citizens’ elderly care.The third part is about the problems in the national responsibility for the aged.Analyzing and summarizing the current problems in China from the perspective of the constitution of the state responsibility for the elderly,which shows that China still some problems,such as,imperfect pension system,the insufficient guiding role,the insufficient state support and the absence of supervision and management responsibility.The fourth part is the construction path of the national responsibility for the elderly.It provides some suggestions according to the four aspects of the national responsibility for the aged.First of all,the responsibility of pension subjects should be reasonably divided institutionally and the legal system of pension should be improved.Secondly,in terms of guiding responsibility,the government should strengthen the policy guidance for family pension and enhance the support for the pension service industry.Then,on the state’s payment,China needs to actively promote the coordinated development of the three pillars to optimize the supply of elderly care services.Finally,in the national supervision,it is necessary to improve the comprehensive supervision system,and establish even perfect the credit supervision mechanism with joint punishment as the core.The last part draws a conclusion which summarizes the point of view of this paper;the state responsibility for the aged is not to stress that the state should shoulder all the responsibilities,but to emphasize the state should take it in a more rational way.As for the government,it’s not only to actively take its own responsibility,but also to play its leading role,and guide other subjects to shoulder the corresponding responsibility,and jointly promote the realization of citizens’ old-age support.
