| In recent years,with the rapid development of China’s economy,the demand for talents is becoming more and more vigorous.Talents play an increasingly important role in the process of economic development,especially in the new era of knowledge economy.In 2017,talent settlement policies have been emerging all over the country,and the threshold of talent settlement has been lowered,which has brought a large number of talents to the city and greatly promoted the economic growth of the city.This paper takes the impact of talent settlement policy on urban economic growth as the research goal.Firstly,it analyzes the current situation of the implementation of talent settlement policy in China,and analyzes the effect of population flow and the implementation of policies in different levels of cities.Secondly,it selects the level of urban innovation as the intermediary variable between talent settlement policy and economic growth to explain the impact of talent policy on economic growth.Finally,based on the empirical model,this paper selects the data of 20 quarters in 2015-2019,and uses multi-stage double difference test to carry out empirical research on the economic development of 70 large and medium-sized cities,discusses the ways and effects of talent settlement policy affecting urban economic growth,and compares and analyzes the differences between different cities.The results show that the talent settlement policy has significantly promoted the economic growth of the experimental group of cities.From different levels of cities,the effect of the policy is basically the same,which is to promote economic growth.For different levels of cities,the policy effect of the second tier cities is more significant.The reason may be that the economic environment and job opportunities of the second tier cities are better,and the implementation of the talent settlement policy has attracted a large number of talents,so the policy effect is better.Finally,based on the theoretical and empirical results,this paper puts forward the following five suggestions: first,formulate different policies for different talents;second,reasonably formulate the strength and tools of talent settlement policy;third,do a long-term talent supply and demand planning from the actual situation;fourth,improve the development environment of local enterprises;fifth,the government plays a leading role to avoid the simplification of talent settlement policy. |
