The 20th National Congress of the Communist Party of China(CPC)has proposed that it is imperative to speed up the creation of the world’ s leading talent centers,create innovative highlands,promote the rational distribution and coordinated development of talent areas,accelerate the construction of the country’ s strategic talent power,deepen the institutional mechanism for talent development,and concentrate talented people from all walks of life on the cause of the Party and the people.With the further development of the strategic plan of the talented person power,the development system of talented person in our country tends to perfect gradually.In recent years,Jinchang has carried out a series of policies to introduce talented people into the city.However,it has not yet carried out systematic evaluation and verification of the policy performance,so it is urgent to explore better ways to improve the policy performance.In order to understand the performance of jinchang’s talent introduction policy,at the same time,recognizing the important factors that affect the performance of the policy,according to the problems that arise in the implementation of the policy,the corresponding countermeasures are put forward to improve the performance of the policy.Based on other theories and entropy method,this paper evaluates the performance evaluation index of talent introduction policy in jinchang city,and gives weight to each index,uses the information entropy value of the specified index to judge the validity and value of the index,obtains data through multiple channels,analyzes and calculates the data and obtains the performance score of talent introduction policy.According to the evaluation results,Jinchang has a score of 4.08,and the overall performance of the policy is good.However,there are some problems such as the attraction and innovation of the talent introduction policy in terms of policy content,policy implementation and policy protection,the lack of close integration of the policy with local practice,the serious lag in policy implementation,the lack of effective supervision of the policy implementation,the lack of talent innovation and entrepreneurship policy.In view of these problems,this study puts forward some countermeasures from three aspects: optimizing the content of human resources policy,enhancing the time limit of policy implementation,strengthening the synergy of departments,strengthening supervision and appraisal,enhancing the supporting guarantee,increasing the talent training mechanism and increasing the innovation and entrepreneurship。...
