Saudi Arabia is an important power in the Gulf region and an active participant in Middle East affairs.It is also a representative of the Arab civilization that cannot be ignored in the international system.Saudi Arabia's foreign policy has always been a key factor influencing the situation of the Middle East and the international system.Since the reign of King Salman,Saudi Arabia has carried out domestic reforms drastically.In June 2017,Saudi Arabia proposed a more detailed "2030 vision" development strategy.At present,Saudi Arabia's domestic reforms have entered the deep water period,and the foreign policy is intensifying adjustment.The internal logic of Saudi internal and diplomatic relations has become clearer,and the practical significance of Saudi foreign policy research has become increasingly prominent.Neoclassical realism provides a basic research framework for this study.This paper is divided into six chapters.The first chapter summarizes the academic achievements of some domestic and foreign scholars with neoclassical realism,Saudi domestic politics and its foreign policy.It points out that this study is guided by neoclassical realism.The framework,policy analysis and case verification are the methods to analyze the basic characteristics and influences of Saudi diplomacy,which make up for the shortcomings of scholars' research on Saudi Arabia's domestic politics and the international system.The second chapter analyzes the international factors independent variables affecting Saudi foreign policy formulation.The international system and the system stimulation are selected to elaborate the two dimensions.The international system provides instructions for the formulation of foreign policy,and the system stimulation is the key of planning of cognitive and decision-making scope.The third chapter summarizes the four groups of mediator variables under the neoclassical realism theory.From the perspectives of leaders' image,strategic culture,state-society relations and domestic system,this paper analyzes how Saudi Arabia makes diplomatic choices based on the pressure of the international system level and specific national conditions.The fourth chapter summarizes the main content and basics of Saudi foreign policy.The goal is to focus on the six major countries such as the United States and Russia.The Gulf,the Middle East,and the Islamic world are the "Three-Ring" strategic level,while royal rule,geopolitical security,and the expansion of Islam's influence have become basic diplomatic goals.The fifth chapter is aimed at the changing trend of Saudi domestic reforms and predicts its foreign policy.Follow the path and the possible impact on the game of the Gulf,the Middle East and the big countries,and make reasonable suggestions for China's development of the China-Saudi Arabia relationship and the successful implementation of the “Belt and Road Initiative”.
