Research On Political Mobilization In Public Health Emergencies

The world today is undergoing a great change that has not been seen in a century,and the Chinese nation is at an important turning point.In this new era,there are both great opportunities and challenges.Among them,public health emergencies directly endanger public health,indirectly affect the economic and political spheres,shaking the foundation of social stability and threatening national security.2003’s SARS,2004’s avian flu,2009’s influenza A(H1N1),all let human beings pay a painful price,2019’s sudden new crown pneumonia epidemic once again sounded the alarm to mankind.To deeply summarize the experience and lessons learned from the prevention and control of the New Crown pneumonia epidemic,and to strengthen the government’s response and governance capacity for public health emergencies is an urgent issue for our government to pay attention to and address at present.However,public health emergencies are characterized by suddenness,publicness and great harm,which may lead to the transformation of society from a benign operation to a crisis state of non-benign operation,making it difficult for the normal management approach to be effective.As a special form of national governance,timely and efficient political mobilization can skip complex hierarchical structures and lengthy decision-making procedures,quickly integrate social resources,gather social consensus,and improve the efficiency of the ruling group’s political decision-making implementation,providing a rational choice for the government to improve its ability to respond to public health emergencies.Based on the basic theory of political mobilization,and using case analysis as the research method,the practical process of political mobilization in P County of S Province in response to the concentrated outbreak of COVID-19 in 2020 can be summarized into three stages: pressure formation-pressure transmission-identity polymerization.Thus,political mobilization helped P County complete the shaping of a health community for epidemic control,and achieved a phased victory in the fight against the epidemic.On this basis,the experience and existing problems of political mobilization in epidemic prevention and control in P County were summarized,and a sound path was provided for political mobilization in sudden public health events.
