Study On The Optimization Of Government Function In The Development Of Poverty Allowance Industry In Yellow River Beach Area

The Yellow River is the main birthplace of Chinese civilization,its downstream in shandong province through the nine cities in 26 counties(city,area)after injection of the bohai sea,binzhou shore city is the second city in the Yellow River into the sea before,influenced by the Yellow River sediment deposition,river Narrows,binzhou city seaport area along the Yellow River formed more sediment and flood detention of the Yellow River Yellow River,restricted the economic and social development of Yellow River.Since the 18 th CPC National Congress,the CPC Central Committee and the State Council have raised poverty alleviation to an unprecedented height,calling for "scientific poverty alleviation and targeted poverty alleviation".On September 18,2019,Xi Jinping,general secretary of the Communist Party of China(CPC),made important instructions on ecological protection,security guarantee,economical and intensive utilization,high-quality development and inheritance of Yellow River culture in the Yellow River Basin at a symposium in Zhengzhou,Henan Province.Under the development form of poverty alleviation and Yellow River basin construction,Bincheng District of Binzhou City has developed various forms of poverty alleviation industry on the basis of the relocation and reconstruction of the Yellow River beach area.Seven village residences in the beach area have been moved out,and 18 village residences have been planned and constructed in accordance with the requirements of "one village with one product and each village with its own characteristics".We will vigorously promote the construction of a style belt along the Yellow River that integrates production and living,tourism,leisure,fitness,tourism and rural revitalization.The ecological economic belt along the Yellow River has become a "new model" for leading the integrated development of the "new six industries" of agriculture in the region,accelerating rural revitalization and promoting the transformation of old and new drivers of growth.After the overall victory of poverty alleviation,how to optimize the government functions and realize the sustainable development of poverty alleviation industry in the Yellow River tidal area has become the focus.In this paper,on the basis of the theory of government intervention,based on the shore of the Yellow River Yellow River city poverty alleviation industry development,the practice of area of Yellow River beach for poverty alleviation industry development background and present situation,the demand of the industrial development described,on the Yellow River Yellow River function display in the poverty alleviation industry development present situation and existing problems were discussed,found the government functions in the process of industrial development for poverty alleviation,There are many problems,such as limited coordination and cooperation among various departments,insufficient iteration of poverty alleviation policies,weak human and financial input and operational capacity,and heavy pressure of government supervision.Through the analysis of the external and internal environmental factors of government functions in Bincheng District,and referring to the advanced experience of government functions in industrial development in some regions,some enlightenment of the government in the development of poverty alleviation industry is obtained: In order to achieve poverty alleviation,government departments should actively play their own functions.They should develop poverty alleviation industry according to local conditions,absorb talents,funds and technologies by introducing enterprises,scientific and technological research and development,and realize the big data management of the industry with the help of information technology platform.At the same time,we should pay attention to the radiative and trans-regional nature of industrial development,so as to fully integrate the advantages,expand the scope of benefits and realize the long-term development of the industry.Combined with the development situation of poverty alleviation industry in the Yellow River beach area taking Bincheng District as an example,this paper puts forward the optimization strategies of government functions in the development of poverty alleviation industry in the Yellow River beach area,including establishing and improving the government governance system,dynamically optimizing industrial development policies,optimizing the allocation of resources such as talents,funds and technologies,and perfecting the government supervision system.It is helpful to further improve the level and scale of the poverty alleviation industry in Bincheng District and the surrounding areas of the Yellow River beach area,promote the sustainable development of the poverty alleviation industry in the Yellow River beach area to a certain extent,and promote the local people to live and work in a better way.
