Study On Henan Province Fanxian Floodplain Of The Yellow River Relocation Problem

The relocation of the Yellow River is related to the long-term stability of the Yellow River and the well-being of the people in the Yellow River.At the beginning of the founding of the People's Republic of China,the land of the Yellow River was fertile and suitable for agricultural production,and many people gathered in the Yellow River to live and live here.But with the development of economy,the ecological environment in the Yellow River beach area is increasingly fragile,and the soil and water resources do not match well.Some beach areas are seriously deserted,blocking the the Yellow River river course,and increasing flood risk in the beach area,threatening the flood safety in the whole downstream area.In addition,the the Yellow River beach area is remote,the natural environment is bad,and the infrastructure construction is relatively backward.The production and life of the people in the beach area is extremely primitive,and life is hard,and the incidence of poverty is as high as 25%.In the long run,the people want to solve the safety of flood control,promote the realization of well-off society of the Yellow River local people and the National People's synchronization,the solution lies in the relocation of local residents.Henan province is one of the key areas in the lower reaches of the Yellow River,the relocation of Henan province since 2015,since the the Yellow River floodplain relocation pilot work has been started,4676 households,16718 people were relocated to Henan Fanxian,there are 2 towns,8 administrative villages,2037 households,6984 people.The Yellow River floodplain relocation have made remarkable achievements in poverty alleviation and development,but there are also some problems.This paper takes Henan Province as the center of the Yellow River in the province,analyzes the research status at home and abroad and the relevant theories.The status quo of basic situation,analysis of the Yellow River Fanxian floodplain people relocation,and the current relocation policy,based on the investigation of the Yellow River masses floodplain relocation will find on the three problems existed in the Yellow River floodplain relocation.First,the willingness of the people to move is not strong;two is the difficulty of the implementation of the higher level policy,and the three is that some relocation policies are unscientific.According to the three aspects of the problem,draw lessons from domestic and international relocation experience,how to solve the the Yellow River floodplain relocation.From three aspects to solve the problems existing in the relocation,one is to give full play to the main role of the masses,two is to optimize the policy design,the three is to promote the implementation of the policy,so as to ensure the smooth relocation in the Yellow River.This thesis strives to provide a reference in the lower reaches of the Yellow River relocation.
