Research On Corruption Control In The Implementation Of The Policy Of Benefiting The People In C County Of Jilin Province

The policy of Benefiting the People execution work it is the key security to construct the China’s overall socialist modernization country.According to the requirements of national policy of Benefiting the People planning work,a large number of projects,funds and preferential policies have been invested in the grassroots.In the process of implementing these policies,the village cadres,as the executors and promoters of the implementation of the policy play an important role between the township government and the grassroots.However,some village cadres have lost their ideals and beliefs,having problems with corruption and work styles because they cannot withstand the temptation to other benefits.It has caused the erosion of the actual interests of the grassroots people,undermined the credibility of the government,polluted the local political ecology,and even led to social conflicts and social stability.It can be seen that comprehensive research on the issues of village cadre corruption and work style in the implementation of the grassroots benefiting policy is of great significance to the real implementation of the benefiting policy.In this article,we take County C,a Province of Jilin,as an example,analysis the implementation process of the key poverty-stricken counties at the provincial level since the implementation of the benefiting people policy.Through an in-depth analysis of cases of corruption and work style of village cadres in the implementation of the grassroots benefiting policy from 2015 to 2019,we use actual investigation and literature analysis to discuss the forms,harms and causes of these problems in the implementation process,hoping to find a actual and valid way to solve the corruption and work style problem.According to the cases of this Province in the past five years,the manifestations are summarized as work styles,dereliction of duty,and taking advantages of the opportunity to earn money.From the perspective of policy implementation theory and rent-seeking theory,the cause analysis is conducted from five perspectives: executive factors,implementation target factors,implementation environment factors,implementation resource factors,and self-policy factors.This paper believes that the solution should be explored from five aspects: comprehensively improving the comprehensive quality of village cadres,comprehensively promoting grassroots participation in co-governance,comprehensively strengthening external environmental supervision and accountability,comprehensively regulating the use and management of benefiting materials,and comprehensively optimizing the implementation of benefiting policies.This paper combines the group of village cadres with the implementation of policies to benefit the people,corruption and work styles,which has certain practical significance,and is also novel and enthusiastic in combination with current key tasks..We hope this paper can be cited as a reference in establishing and caring out policies and projects which is aimed to benefiting the grassroots.
