A Study On The Path To Curbing Collective Corruption By Village Cadres From The Perspective Of “Three Governance Integration”

The modernization of the rural governance system and governance capacity is related to the realization of the modernization of the national governance system and governance capacity.The collective corruption of village cadres not only affects the overall effectiveness of rural governance,but is itself a symptom of the failure of rural governance.In this paper,we sort out 567 cases of collective corruption in rural areas exposed by the Central Commission for Discipline Inspection and the State Supervision Commission of the People’s Republic of China.Based on these cases,we conclude the typical characteristics of the collective corruption include the wide scope of corruption,various means,a long incubation period,wide participation,and punishment results "heavy discipline and light punishment".Compared with other forms of corruption,the collective corruption significantly harms the results of poverty alleviation,shakes the party’s ruling foundation,weakens the effectiveness of anti-corruption reforms,and destroys the purity of the cadre team.Taking the integration of three governances as the main research perspective,this paper analyzes the causes of collective corruption of village cadres from the three dimensions of autonomy,rule of law and rule of virtue,and puts forward targeted collective corruption governance paths accordingly.From the four aspects of democratic management,democratic supervision,democratic election,and democratic decision-making autonomy,we should strengthen self-governance and strengthen the endogenous control of collective corruption of village cadres.Government departments should consolidate the foundation of the rule of law at the grass-roots level from the three levels of education and popularization of law,strict law enforcement and impartial justice,and build the last line of defense against corruption.The grassroots society starts to enhance the effect of the rule of virtue from the aspects of honesty culture education,new village sage culture and informal rules construction,reshapes the collective moral identity,and proposes a corresponding governance path for the governance of the collective corruption of village cadres.Finally,it is necessary to strengthen the leadership of Party building,build an institutional system,and deepen technological empowerment to promote the deep integration of self-governance,rule of law and rule of virtue,which enables the government to aggregate overall efficiency to strengthen rural governance.Only a multi-pronged approach,comprehensive governance,and scientific response can solve the problem of collective corruption of village cadres,and thus promote the improvement of the rural governance system and the improvement of governance capabilities.Finally,it is necessary to strengthen the leadership of Party building,build an institutional system,and deepen technological empowerment to promote the deep integration of self-governance,rule of law and rule of virtue,which enables the government to aggregate overall efficiency to strengthen rural governance.
