Research On The Corruption Of Village Cadres In The New Era

As socialism with Chinese characteristics enters a new historical position,in the special period of anti-corruption work,comprehensive and in-depth advancement,and the establishment of a well-off society in an all-round way,it is worthwhile to explore the current situation of curbing corruption at the grassroots level in response to the current situation of high incidence of village corruption.The article first summarizes the new measures and new achievements of the new party Central Committee against corruption since the 18th National Congress,the current situation of high-level corruption cases and the significance of anti-corruption.Secondly,I selected the S city of J province as the research area to investigate the violations of the village cadres,and discussed the scope of the violations and the internal relationship with the corruption manifestations.The article analyzed briefly the characteristics,problems and causes of the cases of violations of the village cadres in the past three years.From the five aspects of the scope of the case,the high-risk areas,the means of committing crimes,the types of cases and the consequences of harm,we can find some characteristics,such as the high cases of benefiting the poor in the field of poverty alleviation,the financial cases are more common,the funds involved are mostly used for collective expenses and assistance,the government management field is characterized by heavy disasters and non-employment violations are harmful.On this basis,the article analyzed that the assist in the alienation of management functions,the failure of the "three supervisions",the inadequate implementation of the public system,the lack of financial support,and the lack of warning education are the leading causes of corruption at the grassroots level.Just looking for the cause of the problem,we can only find the surface and shallow reasons.Only by starting from the conditions of corruption,such as power distribution,corruption opportunities,restrictive powers,and subjective motives,can we find out the deep-seated reasons behind the problems.These factors that lead to high corruption are closely related to the governance model and national policies at that time.Regardless of the governance model adopted by the state,there will be corresponding power distribution systems and constraints.Therefore,the article explores the key to govern the village corruption from the study of rural governance model.This article concludes that the institutional design and focus of anti-corruption work should be related to the governance model by expounding two typical traditional rural governance models of "village autonomy" and "regime brokerage" and discussing the relationship between governance model and opportunities for corruption.It sorts out several development stages of China's modern village governance model;and from the current situation of village governance and the four important aspects carried out by states:"village revitalization strategy","poverty alleviation strategy",rural land "three powers separation",village cadres administrative work,we can analyze and conclude that the mainstream direction of the village governance model in the next stage is:"the village-level government governance has more components than the autonomous component,and the combination of the two."Finally,according to the trend of governance model,in view of the deep-seated reasons for village corruption,the article proposes the five aspects of actionable countermeasures:adopt systematic governance thinking,comprehensively apply four methods of curbing corruption,such as supervision,punishment,education and prevention;include village resident cadres in the administration for raising wages and benefits;implement the management system of village residency list for strengthening accountability;establish county-level supervisory committees to strengthen supervision and build multi-functional service centers to strengthen financial funds supervision...
