Research On The Institutional Realization Path Of Using Big Data To Improve The Governance Ability Of Grassroots Governments

With the continuous development of the information society,as a new technological means,big data is playing an increasingly important role in improving the governance capacity of the government.It is mainly reflected in two aspects.On the one hand,big data plays an obvious role in enhancing social governance capacity,promoting diversified governance,broadening the scope of public services and enhancing the scientific nature of public management.On the other hand,the gap between the integration of big data technology and government governance leads to various problems in the process of the government’s application of big data governance.Therefore,promoting the development of big data strategy,integrating big data resources,and promoting the deep integration of big data and political governance are important ways to improve the modernization of governance capacity of grass-roots governments.Grassroots governance is an important part of national governance,and the improvement of grass-roots governance capacity is an important prerequisite and basis for the improvement of national governance capacity.With the development of the information society,big data technology is gradually infiltrating into the grassroots.The application trend of big data technology expansion in grassroots governance makes the country should start from the institutional level,promote data sharing,database construction,data platform leveling construction,and promote collaborative governance.However,at present,there are still many institutional obstacles to be solved in the application of big data to improve the governance capacity of grass-roots governments.Therefore,it is necessary to explore the institutional realization path of using big data to improve the governance capacity of grass-roots governments.In this paper,starting from the perspective of system,the research background,significance and research status at home and abroad,defines the system,big data,the prose of the core concepts of grassroots governance ability,through the related theory,based on the analysis of large data for improving the capacity of grassroots governance mechanism and the basis of favorable conditions,by studying the use of big data promote grassroots governance ability of policy and practice,expounds the current grass-roots government increased the governance ability using big data results and are faced with the problem.Through the analysis of the institutional constraints existing in the use of big data to improve governance ability,the paper puts forward the institutional realization path for the grassroots government to use big data to improve governance ability.From a relatively intermediate perspective,this paper focuses on grass-roots government governance and takes the perspective of system as the entry point,which is a research field with few relevant researches.However,in the process of writing,there are some problems,such as the use of research methods is not skilled enough,the research of policy practice is not detailed enough,and the analysis of the real situation is less.Around at the same time,also found in the interviews,due to the economic development level differences,different social environment,policy tilt key problems such as different,grass-roots government management content and management ability difference is very big,makes the study of this article may be suspected of generalisations,but in this paper,the analysis of the problems,is the most basic unit government common problem,hope to help local governance practices.
