Research On The Countermeasures To Improve The Digital Governance Capacity Of County Government

As the most basic hub in the national administrative system,the county government carries out the central government’s governance concept and plays a key role in the national governance system.It is also the most comprehensive and micro unit in the process of national construction and the foundation of national governance and social and economic development.It is the key link to promote the modernization of national governance ability and governance level in an all-round way to promote the localization and characteristic development of digital governance theory in China and to enhance the digital governance ability of county government.At present,scholars at home and abroad focus on the national and digital city construction level,pay attention to the government performance and ignore the role of other governance subjects,it is difficult to reflect the county government governance ability in all directions and at various levels.Domestic local government digital governance pays more attention to the realization of government functions.In general,the research on the improvement of county government digital governance ability is not rich,especially the systematic suggestions and countermeasures are put forward to enhance the governance ability of national local government.Better promote county-level government digital transformation research less.Guided by the theory of good governance,the theory of technical governance and the theory of new public service,and taking the form of field investigation and interview,this paper systematically studies and analyzes the difficulties and constraints existing in the modernization construction of digital governance capacity in P county through data samples.Finally,taking the practical problems as the guidance,this paper puts forward the countermeasures to improve the digital governance ability of the county government from the top level design,system function and concrete safeguard measures,in order to provide experience and reference for other local governments to promote the modernization of digital governance.
