| Promoting the construction of digital government has become a new trend and direction for the transformation and change of China’s government.At present,the practical effects of digital governance in China’s government and the question of how to improve the digital governance capacity of China’s government still lack corresponding research unfolding as well as empirical content,and urgently need theoretical responses to fit the development direction of practice.Based on a systematic review of the relevant literature at home and abroad,this paper firstly explains the three-dimensional framework logic among top-level design,organisational guarantee and technical support,and the mechanism of their impact on the government’s digital governance capacity.Secondly,using 970 survey data collected online from some representative provinces and cities across China,we analyse the implementation of top-level design,the degree of implementation of organisational support,the scope of technical support and the problems existing in the practice of digital governance in the government.Again,indicators for measuring top-level design,organisational support,technical support and government digital governance capacity are constructed and characterised.On this basis,structural equation modelling is used to explore the impact of top-level design,organisational assurance and technical support on the government’s digital governance capacity.At the same time,considering the possible regional differences in the overall governance environment,a multi-cluster analysis was conducted to investigate the validity extension of the structural equation model in the eastern,central and western regions of China.Finally,based on the results of the empirical analysis,an optimisation path for the digital governance capacity of the Chinese government is proposed.The results of the study show that:(1)in the practice of government digital governance,the implementation of top-level design and organisational guarantee is considerable in most regions of the country,but there are some regional differences in the level of technical support.(2)In the process of widespread government digital governance nationwide,top-level design,organisational assurance and technical support all have a significant synergistic positive impact on government digital governance capacity.Among them,organisational assurance has the strongest influence on the government’s digital governance capacity,followed by top-level design,while technical support has a relatively weak influence on the government’s digital governance.(3)When the sample was divided into three groups of eastern,central and western regions according to regions for the development of multi-group analysis,there was no significant difference in the paths of the structural equation model among the three groups,and the structural equation model set up in this study had good external validity.The policy implications of this study are:first,based on the current good situation of top-level design and organisational guarantee implementation in China,further improve the strategic planning of digital governance system and refine the strategic objectives of digital governance,so that the top-level design can be better combined with regional characteristics.Second,to strengthen the positive role of organisational safeguards in enhancing government digital governance,and to standardise and guide the data standards,business processes,public participation and other aspects of digital governance in government from the policy system to build a good digital governance ecology.Thirdly,while digital technology is embedded in government governance,the public value proposition is deeply explored,the talent team for digital governance is cultivated,and the differences in technical support between regions are narrowed;a secure and efficient governance platform suitable for all ages is developed to enhance the government’s digital governance capacity. |
