Study On Trouble Analysis And Suggestions Of The Participation Of Non-governmental Rescue Organizations In Emergency Operations

In recent years,China’s social and economic developments have been rapid.Cities are changing with each passing day.The quality of life has been significantly improved.However,China is still one of the countries that suffers the most serious natural disasters in the world.This is the basic national condition.All kinds of rescue groups brought hopes to the affected people after the incidents.Non-governmental rescue organizations had played unique roles while participating in emergency operations.These organizations are made up of volunteers.They provided a channel for ordinary people to participate in disaster relief and coordinate the society after the disasters.However,the developments of these organizations are different.Some play active roles while others are not.Based on the theory of government failure,market failure and voluntary failure,this paper discussed the backgrounds of non-governmental rescue organizations.Based on the theory of cooperative governance,this paper suggested that giving full plays to the governmental and social resources.Based on the citizen participation theory,this paper studied the significance of non-governmental rescue organizations participating in the process of public policy.At first,this paper analysed the development history of non-governmental rescue organizations and the advantages of the participation in emergency operations such as rapid response,understanding of emergency features and strong localization.This paper also pointed out that they played four roles in emergency operations,such as searching for the lost,providing rescue equipments,participating in psychological intervention and assisting in post-disaster reconstruction.This paper took the Fuyang,Hangzhou wolves rescue group as an example to introduce their experiences.Several Suggestions are put forward at the end of this paper.
