Research On The Maintenance And Management Method Of Civil Air Defense Works As Well As Its Application In Hunan Province

Military issues are important for a country.General Secretary Xi Jinping pointed out that Chinese Civil Air Defence(CCAD)is a major national event,a national strategy and a long-term strategy at the Seventh National Civil Air Defense Conference held in 2016.During the war period,CCAD is mainly the actions and measures taken by the government to mobilize and organize people to prevent from air raid,chemical attack or other adverse effect.During the peacetime,CCAD mainly promotes the deep integration of military and civilian,and actively participates in social and economic construction and urban development.Therefore,As an important part of modern national defense and an connecting bridge between military development and civilian development,CCAD plays an important role on national defense construction and the development of national economy.Since the beginning of the new century,with the rapid development of urbanization,the real estate market has continued to be booming,and a large number of civil air defense works have been built,whereas,the regulations,policies and regulations of the maintenance and management of civil air defense works are not sound enough to give full play to the benefits of civil air defense works.Based on the present situation of civil air defense works construction in Hunan Provinc,this paper analyzes and discusses the maintenance and management of civil air defense works in Hunan Province from the perspective of government management.The research contents of this paper mainly include:(1)The paper analyzes and discusses the research status of maintenance and management of civil air defense works at home and abroad,the history of CCAD and the current situation of maintenance and management of civil air defense works in Hunan Province.In order to make the research content more systematic and comprehensive,this paper divided the research content into three aspects: early civil air defense works,public civil air defense works and attached civil air defense works.(2)The paper makes a macroscopic analysis of the status quo of the three types of civil air defense works.Based on the analysis results,the paper puts forward the concrete research direction of the maintenance and management of various civil air defense works,and indicates the direction of the research on maintenance and management methods as well as their application.(3)Different maintenance and management methods are proposed for different types of civil air defense works.As for the early civil air defense project,the specific method is to introduce the fuzzy comprehensive evaluation method to evaluate the early civil air defense works according to the current governance requirements of the early civil air defense works,and puts forward the common governance technology scheme at the same time.As for public and attached civil air defense works,WBS method is introduced to classify and manage the components of civil air defense works,so as to form a complete set of maintenance and management standards for civil air defense works.(4)In the case analysis,in a setting of a early civil air defense works and single-construction civil air defense works in Hunan Province,the paper systematically expounds the application of maintenance and management method in specific engineering practice.In the process of analysis,some standard tables are prepared according to the actual situation,and a large number of charts are used to illustrate,so that the case analysis has both theoretical depth and practical feasibility.To a certain extent,it fills the blank of the maintenance and management of current civil air defense works in Hunan Province.
