| The COVID-19 epidemic that began in early 2020 has caused a continuous global spread.Affected by the epidemic,small and medium-sized enterprises(SMEs)have suffered a greater impact.For the government,SMEs,as an important part of the national economy,are more in need of government intervention and support through public policies after such a major public emergency.For financial institutions,because SMEs’own existence strength is weak,the fund is insufficient,the ability to resist risks is weak,they are not exactly the bank’s favorite business,banks are largely driven by political mandates and social responsibilities.In addition,after five consecutive years of assessment and the impact of the epidemic,the real task growth of financial institutions for SMEs has been very sluggish.Therefore,this paper selects financial support policy for SMEs in Chengdu under the background of COVID-19 as the research object,and intends to solve the problem of how the government can further improve public policies and innovate financial systems to eliminate the sore points in the development of SMEs,so as to better support the development of SMEs.In order to improve the accuracy of the research,the author referred to the proportion of corporate legal entities in the Fourth National Economic Census,and made a matching of SMEs’ accounts in a bank according to the proportion.Take advantage of bank statements’ dilivery,the author complete the questionnaire survey on financial support policies of Chengdu for SMEs.The article makes comprehensive use of the field investigation method,case analysis method,etc.,In order to study the present situation of financial support policy for SMEs in Chengdu under the background of COVID-19,the article follows the public policy process,analyze policy making firstly,and then conducted a comprehensive study of policy implementation,based on the US policies Scientist T.B.Smith’s policy implementation theoretical model,finally,it get the policy evaluation:after a series of national financial support policy of SMEs,combined with local conditions,the Chengdu ’ s SMEs of financial support policy is efficient,targeted,systematic and innovative,the financial support policies for SMEs are accurately in place.overall liquidity is guaranteed,financial support has been strengthened,ensuring overall liquidity and strengthening financial support,the financing environment has been optimized,the vitality of the main body has been continuously stimulated,the market potential has been continuously released,and public policies have achieved excellent results,but there are also some problems:the implementation of policy propaganda is not in place,the lack of direct management service agencies,the financing environment needs to be further optimized,and credit system construction is not perfect.In response to these shortcomings,this article analyzes that it is mainly caused by lack of active service awareness,stakeholder game,internal and external environmental factors,etc.,The author puts forward some suggestions to further improve the financial support policy of local SMEs:to further improve the policy service system,to further improve the management mechanism of SMEs,to further deepen financial reform and innovation of financial policies,to further establish and improve the credit system of SMEs.In the current research on financial support of SMEs,there are few studies from the perspective of public policy,while for SMEs,there is almost no research on financial support policy under the background of COVID-19.Ihis paper analyzes and evaluates the financial support policies of SMEs in Chengdu,and studies the difficulties encountered in the policy implementation from the perspective of the government and financial institutions,in an effort to provide suggestions for improving the financial policies of SMEs in Chengdu,which is also the innovation of this paper. |
