Study On The Policy Changes Of Zhaoqing Municipal Government To Promote The Development Of SMEs

Small and medium-sized enterprises,mainly consisting of individual businesses and private enterprises,occupy a significant position in Chinese national economy.SMEs play an important role in maintaining social stability,accelerating economic growth,expanding employment and promoting technological innovation and industrial upgrading.Advancing the development of SMEs is a crucial task for our government to adapt to the development requirements of the market economy era.Meanwhile,scientific and reasonable policies are the basic guarantee to achieve the policy aim of SMEs.Policy environment has always been the bottleneck restricting the development of SMEs.The process of policy change is the process of improving the policy environment.With the establishment of China’s market economy status,the role and status of enterprises have fundamentally changed.The marketization of policy service objects also makes the government timely adjust and change public service functions according to social development,constantly explore new administrative models,innovate administrative methods,and promote the development of SMEs.In the critical period of China’s economic transformation and adjustment,studying the policy changes of Zhaoqing municipal government to promote the development of SMEs is conducive to improving the policy environment for the development of SMEs in Zhaoqing and promote the healthy development of SMEs in Zhaoqing.Based on the advocacy coalition framework,this paper makes an empirical analysis on the policy changes of the Zhaoqing government to promote the development of SMEs by using the methods of literature research,social network analysis and content analysis,and makes a visual analysis from three aspects: text quantity,theme change and intergovernmental relations,in order to clarify the policy beliefs and internal relations of the proposed coalition in the policy subsystem of SMEs.On this basis,this paper analyzes the motivation of the policy change of SMEs and finds that external events have more explanatory effect as the driving factor to explain the policy change of SMEs.Besides,according to advocacy coalition theory,this paper points out that there are problems in the policy change of the Zhaoqing government to promote the development of SMEs,such as single path to policy changes,few breakthroughs in the content of policy changes and poor operability of policy changes,and puts forward corresponding countermeasures for these problems,including using change logic to improve change initiative realize coalition strategy,improving the innovation of policy changes,and paying attention to coalition interaction to enhance the operability of change.
