Small and Medium Sized Enterprises (SMEs) are becoming such important parts in many nation's economy that no government can afford to neglect their importance . From the development experience of many developed nations and regions, we can learn that, due to its' nature of convertibility, flexibility and creativity, SMEs not only exist in great quantities in many nations, they also play indispensable roles in the field of enterprise innovation, technologic improvement, job opportunities creation and economic development, thus form the most active part in many countries' economy. So, in our nation's long run to build up the socialism market economy with Chinese characteristics, it's of great realistic significance to ensure the smooth development of the SMEs in our country.Although advantageous in many aspects, SMEs' weakness is obvious when competing with big businesses in marketplace. For this reason, Governments of many developed countries have adopted preferential policies and taken measures to protect and help its' SMEs to survive and grow. Through a deep review of the policies and measures taken by those developed countries in supporting its SMEs, this paper aimed at finding out how China has lagged behind in this aspect and what we can learn from those developed countries in building up the SMEs supporting system of our country.. Chapter 1 is the prelude, which initially tries to give SMEs a general definition. In doing this, we must face the fact that the standard of defining a enterprise to be a small or medium sized one varies from country to country, thus make it impossible to define precisely what SMEs are. Also there are two different ways of defining SMEs, the characteristic definition stresses on the characteristic of the enterprises, while the quantitative definition is made according to some certain business parameters. Here we put more strength on discussing the quantitative definitions of SMEs in western countries, it aims at paving the way for the following discussion on how these countries develop ways and preferential policies to protect their SMEs.Based on the above introduction on how SMEs are defined in different countries, this chapter also tells the current development situation of SMEs in some leading developed countries by quoting mass economic statistics. It intends to reiterate the fact that SMEs have become the most important and most active factor in many countries' economy and the role they play in economy shouldn't be neglected.Through chapter 2 to 4 are the core part of this paper, which concentrates on the analyses of SMEs development supporting system in developed countries. While SMEs have become the main force in many countries' economic growth, they still face many challenges in market place when competing with big Businesses. This is why the governments in developed countries attached such great importance in building up development supporting systems for their SMEs. According to the experience and general practice of these developed countries, this system should include following 昮actors as perfect legal system on SMEs protection, establishment of government agencies on exclusive administration of SMEs, adoption of preferential policies conducive to smooth growth of SMEs and building up social services system aimed at helping SMEs.Chapter 5 starts with a brief review of China's SMEs development history, which followed by analyses of its importance in our nation's current economy and the inadequacy of government support to SMEs in China. Based on all analysis above, policy advice and suggestions on how to perfect China's SMEs development supporting system are made in this chapter.
