| In the digital age,"Smart+" technologies such as 5G,virtual reality,artificial intelligence,and big data have entered the field of government governance.The "Smart+" technology platform provides community residents with governance services such as online work,work,and learning during the epidemic,helping the government to reduce burdens and increase efficiency in community governance.General Secretary Xi Jinping has repeatedly emphasized the importance of the community as the front line of epidemic prevention and control and the basic unit of government governance.In 2021,the national "14th five year plan" proposes to promote the construction of smart communities,shift the focus of social governance to the grassroots level,accelerate digital development,innovate the community governance system,and improve the level of intelligence in public services.The "Government Work Report" of Shanxi Province in 2021 proposes to accelerate the full coverage of 5G information in cities and counties,focus on the modernization of community governance systems and governance capabilities,and develop a "Digital Shanxi" strategy.The "Government Work Report" of Shuozhou City in 2021 proposes to build 2-3 high-standard demonstration communities to achieve full coverage of county-level integrated management service platforms,and over 90%of government services in cities and counties can be handled online."Smart+" community governance has become the focus of attention of governments at all levels from the state to the local level,and many problems remain to be resolved.Therefore,it is necessary to vigorously promote the integration of "Smart+" technology and government "Smart+" governance,and improve the overall governance efficiency from the government to the community.Based on the above background,from the perspective of improving the efficiency of"Smart+" community governance,define the concept of "Smart+" community governance,based on the theory of holistic governance,collaborative governance,networked governance and new public service theories,comparative analysis,literature analysis and Inductive and deductive methods,taking Shuozhou’s "Smart+" community governance as the research object,put forward the main problems that exist in the current Shuozhou "Smart+" community governance process,including imperfect governance supporting mechanisms,lack of political,social and citizen collaborative participation The construction of "Smart+" governance facilities is imperfect,and the effect of "Smart+" governance is poor.The reasons for this include the relatively backward concept of the government’s "Smart+" community governance.the existence of cognitive deviations between the government and the public,the insufficient application capabilities of the "Smart+" governance technology of the grassroots government.and the single "Smart+" governance model and content.By learning from the successful experiences of "Smart+" community governance in Dubuque,Japan,Fujisawa City,Singapore,Shenyang,Hangzhou,and Chengdu,we can get some enlightenment,such as enhancing the government’s understanding of "Smart+" governance,Pay attention to the diverse needs and participation of the public,improve related supporting facilities,and accelerate the integration of intelligence and wisdom.On this basis,based on the city conditions of Shuozhou City,aiming at the problems and causes in the governance process of Shuozhou’s "Smart+"community,we propose corresponding optimization countermeasures and suggestions,including the government’s establishment of a sound "Smart+" community governance mechanism.Actively guide residents and social organizations to participate collaboratively,coordinate and optimize the construction of "Smart+" facilities in the city’s communities,innovate "Smart+" community governance models and content and other optimization countermeasures,so as to improve the service efficiency of Shuozhou City Government,and continue to promote Shuozhou’s "Smart+" community governance process. |
