Research On The Problems And Countermeasures Of Smart Community Construction In Beilin District, Xi'an City

In 2017,the State Council issued the "Opinions on Strengthening and Improving Urban and Rural Community Governance",which is the first national level community governance programmatic document.It has been proposed that by 2020,a mature community governance system should be formed.The release of opinions put forward new requirements for community governance in China.We should re-examine the past shortcomings,pay more attention to the improvement of the community governance system and complement the shortcomings of community governance,accelerate smart actions,and move from a single government to a truly multi-cooperative governance model.,So that the governance effect is significantly improved,and the governance method is more precise and intelligent.In recent years,the construction of smart communities in China has been in full swing,and in addition to achieving certain political achievements,it has also shown many governance ills.We need to review the situation,respond to how to improve the community's grassroots social governance capacity in the new era,and build a professional service system for the people,which is the most difficult point we need to solve urgently.At present,Xi'an usually guided by the goal of building a smart community and innovating social governance methods.It adopts the four-society linkage and the five-party linkage mechanism,and builds a three-dimensional simulation network platform for smart stele forests based on grid management to improve public infrastructure and service networks.System to build a smart community service system for the community to serve the lives of residents.The construction has won the first social governance innovation unit in Xi'an,and some achievements have caused scholars from all walks of life to come to investigate.In this regard,the construction of the smart community in Beilin District of Xi'an has certain construction experience advantages that are worthy of learning and reference for all regions.This article first studies the smart community in Beilin District of Xi'an as a case,and analyzes the existence of enterprises,non-governmental organizations,and residents with low participation in the construction of the smart community in Beilin,Xi'an,based on actual interviews and surveys.The fragmentation of smart community governance;the intelligence The data platform construction is relatively backward;the grid personnel's duties and permissions are unclear.Combining the excellent experience at home and abroad,we propose corresponding solutions from the management,technology,concept,and system dimensions.That is to advocate the pluralism of community governance subjects to form the concept of co-governance,increase the special financial allocation for community governance,improve regulations and systems,and form a standardized community governance system,and strengthen the construction of a community worker talent pool.It is hoped that the above research results can also provide some references for improving urban community governance.
