Research On Problems And Countermeasures Of Smart Community Construction In Shunqing District,Nanchong City

With the continuous development of cities,the population and area of cities continue to increase,resource shortage,housing shortage,traffic congestion and other phenomena gradually emerge,the problem of "urban disease" is becoming more and more serious.For the guardians of the city,the difficulties of city management and governance have become more difficult,and the problems they face have become more complex.In the face of complex urban changes,in order to further improve the effect and efficiency of urban management and operation,managers should adopt more advanced technical means to carry out scientific management.As we all know,the relationship between community and city is very close.The most basic organizational unit of a city is community.At present,social development is very rapid,especially under the influence of big data,cloud computing,Internet of Things and other technologies,smart community has formed,developed,integrated and practiced in the process of urbanization and informatization development in China,and some experience has been accumulated accordingly.Strengthening the construction of smart community can help the government to improve administrative efficiency,optimize and improve the level of public service,strengthen the level of social management,promote the reform of administrative system and build a service-oriented government.Thesis takes the construction of smart community in Shunqing District,Nanchong City as the research object,based on the research concept of "theoretical analysis-current situation and problems-cause analysis-countermeasures".Firstly,the background and research significance of this topic are clarified.Then,domestic and foreign researches are sorted out.Combined with the three theoretical bases used in this study: community fine management theory,collaborative governance theory,and "governance and good governance" theory,the construction of local smart community in Shunqing of Nanchong is analyzed.Based on the typical case of smart community construction in Shunqing District of Nanchong city,in-depth research and interviews were conducted on the three main subjects of community construction: government,enterprises and residents.Through this study can be concluded that the nanchong shunqing intelligence community construction has certain problem,by government is the main way of the construction of the security system is imperfect,intelligence community service function plan is not in place,lack of multivariate mobilize social forces to talent introduction and cultivation mechanism,intelligent construction,existing wisdom not unified platform,data exchange.Based on literature review and excellent practices of smart community construction in advanced areas at home and abroad,and combined with the local situation of Nanchong,the author puts forward countermeasures and suggestions for possible problems: first,improve the government guarantee mechanism;The second is to strengthen the construction of smart community service system;Third,improve the social mass participation mechanism;Fourthly,the construction of talent echelon in smart community should be strengthened.Fifth,strengthen the construction of community information security system,so as to facilitate the healthy and orderly development of follow-up smart community construction.Thesis makes a preliminary discussion on the existing problems and countermeasures in the construction of community intelligence in Shunqing District of Nanchong City,hoping that the results of this study can provide some references for other cities of the same level in China.
