Study On The Countermeasures Of Drug Crime Prevention And Control In Lhasa

Drug crime has always been a long-term crime prevention and control in all regions of the world,and drug crime in ethnic areas has its special characteristics and complexity,and the city is the main front of social problems,so it is important to study the prevention and control of drug crime from the perspective of the city of ethnic legal construction.As the capital city of Tibet Autonomous Region,although the drug crime problem in Lhasa is not serious compared with other cities in China,but with the rapid economic development,the increase of foreigners and the interweaving of multiple cultures in recent years,drug crime cannot be underestimated.It can also provide guidance for the prevention and control of drug crimes in Lhasa and provide experience for other cities.In this paper,we use literature research method to discuss drugs and drug crimes,and explain the danger of drugs and the necessity of drug crime prevention and control;we also introduce management and criminological concepts such as municipal governance,dysfunctional theory,and broken window theory to provide theoretical and empirical guidance for drug crime prevention and control in Lhasa.Empirical research methods such as statistics of adjudication documents and case analysis of adjudication documents and in-depth interviews in the field are used to conduct research on drug crimes in Lhasa.First,we explain the concept,classification and harmfulness of drugs,the concept and characteristics of drug crimes and the necessity of drug crime prevention and control;then,we analyze the current situation of drug crimes in Lhasa,their causes,and the problems and dilemmas in drug crime prevention and control in Lhasa through the analysis of the adjudication documents of drug crimes in Lhasa in recent years and in-depth interviews with anti-drug workers and judicial officers in Lhasa.The paper analyzes the causes of drug crimes in Lhasa city from the analysis of its own factors,external factors,economic factors and cultural factors.Finally,combined with relevant theories,the paper proposes the following countermeasures: in terms of prevention and control concepts,local anti-drug regulations should be improved and revised,top-level design should be done,and the principles of rule of law,standardization,and differentiation of drug crime prevention and control should be established.In the prevention and control content,should deepen drug crime prevention and control publicity and education,all-round,three-dimensional prevention and control of drug-related key elements of convergence risk.In the main body of prevention and control,should strengthen the grassroots anti-drug professional forces,improve anti-drug work software and hardware facilities,absorb diversified prevention and control forces,play the grassroots autonomous organizations of prevention and control effectiveness.In addition,it should strengthen the synergy mechanism between the main bodies of prevention and control,strengthen the normal coordination mechanism among the member units and regions of the anti-drug committee,and strengthen the long-term mechanism of collaboration between provincial and municipal drug crime prevention and control,so as to bring into play the overall system effect of drug crime prevention and control,and realize the all-time prevention and control of drug crime.
