Research On Government Guiding Function Of Patent Technology Transformation In Higher Vocational Colleges

Driven by the innovation-driven development strategy and the construction of intellectual property power,colleges and universities have played an important part in producing patents,and the transformation of patent technology has become the main form of transformation of scientific and technological achievements in colleges and universities.However,many data show that there are still problems of less effective patent transformation and low performance in higher vocational colleges.This paper studies the government guiding role in patent technology transformation in higher vocational colleges,which has important theoretical implications and practical reference for enriching the theoretical research on the government guiding role in the transformation of scientific and technological achievements in the Triple Helix Model Theory and the New Public Management Theory,as well as enhancing the ability of achievements transformation and smoothing the real landing of achievements transformation policies in higher vocational colleges.In this paper,the Triple Helix Model Theory and the New Public Management Theory were applied,and the research methods such as literature analysis,questionnaire survey and interview were used to carry out the investigation and research.Ten colleges in Zhejiang Province were selected as the research objects,and analyzed by using the Pat Snap Information Database.Furthermore,a questionnaire survey and an interview survey were conducted in five colleges.Using the WJX network platform,the questionnaires were distributed to these five colleges,and finally 245 questionnaires were collected,among which240 were valid questionnaires,and the recovery rate of valid questionnaires was 97.96%.Through the investigation and analysis,this paper finds that,at present,there are some deficiencies in government-guided patent technology transformation in higher vocational colleges,such as imperfect transformation performance evaluation mechanism,insufficient integration of production,study and research,limited channels of fund transformation,and lack of science and technology intermediary services.In order to improve the ability and efficiency of patent technology transformation in higher vocational colleges,from the perspective of public governance,this paper puts forward measures and suggestions on making clear policy guidance,improving the classification evaluation of transformation performance,guiding collaborative innovation,promoting the deep integration of production-study-research,expanding capital channels,forming a diversified capital investment system,optimizing intermediary services and developing intellectual property service industry.
