Study On The Effectiveness Of Regional Science And Technology Innovation Policy In Xinjiang

In the face of the current new situation and new challenges,it is an important link to build an innovative country to enhance the ability of scientific and technological innovation in Xinjiang and to promote the development of scientific and technological innovation in Xinjiang.The research on the effectiveness of Xinjiang’s scientific and technological innovation policy has an important guiding and promoting effect on the improvement of Xinjiang’s scientific and technological innovation ability.Based on the technical route of "status characteristics,effectiveness evaluation,correlation analysis and countermeasures and suggestions ",this paper systematically collates the scientific and technological innovation policy texts collected from January 1,2012 to December 31,2019.From the dimension of policy text type and policy tool type,this paper systematically analyzes the scientific and technological innovation policy in Xinjiang,and insight into the current situation and characteristics of scientific and technological innovation policy promulgation.This paper constructs the evaluation index system of regional science and technology innovation policy effectiveness in Xinjiang,takes the policy tool network search index as the index data source to evaluate the policy effectiveness,and takes the macro index in China Regional Science and Technology Innovation Evaluation report as the reference basis of regional innovation ability.The research shows that :(1)Xinjiang’s science and technology innovation policy has good overall effect,and it is feasible to evaluate the effectiveness of the policy by using the policy tool network search index;(2)the overall effectiveness of supply-based policy is better and the quality of promulgation is improved steadily;the effectiveness of environmental policy is not good,the relevant policies of tax finance and regulation need to be improved;the effectiveness of demand-based policy is good,and the related policies of service outsourcing need to be improved;(3)the effectiveness of human resource-based policy is the most relevant to the improvement of the environment of scientific and technological progress,providing a stronger impetus for the improvement of the index of scientific and technological innovation activities;Improving the effectiveness of intellectual property policies can stimulate the output of scientific and technological activities and enhance the level of scientific and technological innovation in Xinjiang;improving the effectiveness of targeted planning policies can stimulate high-tech industries and new product and new products,effectively promote economic development,improve the environment and improve the level of social life.Based on the above qualitative classification and quantitative analysis,countermeasures and suggestions are put forward from three aspects: policy system,implementation intensity and feedback mechanism.Adjust the ratio structure of policy tools,actively give full play to the push,pull and penetration effects of supply-oriented,demand-oriented and environment-oriented policies,strengthen the implementation efforts,improve the feedback mechanism of policy system,improve the effectiveness of Xinjiang’s science and technology innovation policies,and enhance the linkage for the improvement of regional innovation ability.
