Study On Community Governance In Xiaoguai Village,Karamay,Xin Jiang

The Central Committee of the Party proposed the implementation of the strategy of rural revitalization,rural community is the basic element of rural areas,and improving the level of rural community governance is an important way to push the strategy of Rural Revitalization to a deeper level.Based on the analysis of the connotation of rural community governance,this paper constructs a theoretical analysis framework of rural community governance,mainly to investigate whether the formation of multi governance structure,the perfection of rural basic public service provision,and the cultivation of social capital as an important resource of rural community governance.This paper takes Karamay community as an empirical analysis object,and interviews 30 staff members,such as grass-roots party organizations,village committees,collective economic organizations and social organizations,through field interviews,work observation and questionnaire survey;Collect and consult 17 policy documents;220 questionnaires were sent to community residents of Xiaoguai village by random distribution,and 200 were recovered effectively;220 questionnaires were randomly distributed,and 200 were recovered.Through different channels and ways of investigation and interviews,mutual evidence triangle formed.The main conclusions are as follows:1、Governance subject.The community of Xiaoguai village has initially formed a multi governance structure.The Party branch of Xiaoguai village has played a core leading role in community governance.The "Fang Hui Ju" task force can introduce superior resources,social organizations effectively supplement the vacancy of government services,and collective economic organizations provide diversified agricultural services.However,there is no active and effective communication mechanism among the multi governance subjects,and the village Party committee is not satisfied with the working ability of the village committee.In addition,the types of social organizations and the number of people are insufficient,and the collective economic organizations are not attractive to ordinary farmers.2、Governance satisfaction.In recent years,the main body of Xiaoguai village has jointly promoted the improvement of basic public service in the community,the income level of community residents has been improved rapidly,the living environment is becoming more and more beautified,and the overall satisfaction of community residents is higher.However,the level of community medical treatment is limited,and the problems such as the single cultural activities and the virtual cultural activities are still existing.3、Social capital cultivation.Rural community governance depends on the trust and cooperation among grass-roots party organizations,residents’ organizations,market organizations and social organizations.The social capital of Xiaoguai village has a good foundation,and residents have high trust in the staff of the two committees,and the acceptance of village conventions is also high.More than 50% of the community residents are willing to participate in public affairs.However,67.5% of the residents in the community did not make suggestions to the village committees for various reasons,and the actual participation rate of public affairs of residents was low.4、In view of the problems existing in the community governance of Xiaoguai village in Karamay,the following policy suggestions are put forward accordingly.First,we should strengthen the construction of the main body of governance and cultivate the governance community.Second,we should improve infrastructure construction and strengthen public service level.Third,we should strengthen the cultivation of social capital and improve the self-government ability of community residents.
