Research On The Occupation Of Public Resources In Rural Communities From The Perspective Of Governance Theory

Village is the basic unit of national governance,and also the direct embodiment of national governance system and governance level.Since the reform and opening up,rural governance has been the focus of the party and the government,and also the difficulty of social governance in China.Under the background of building a well-off society in an all-round way and a socialist modern country in an all-round way,the Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China pointed out that we must strengthen and innovate social governance,improve the social governance system of Party committee leadership,government responsibility,democratic consultation,social coordination,public participation,legal protection,and scientific and technological support,and build a social governance that everyone is responsible for,everyone is responsible for,and everyone enjoys Community of management.As the basic unit of national governance,rural governance is an important starting point to promote the national governance system and governance capacity.In recent years,remarkable achievements have been made in the construction of rural communities in China,and traditional rural tribes have gradually transformed into modern rural communities.However,with the rapid development of rural communities,there are some problems that conflict with the long-term goals and objective reality,and the problem of public resource occupation in rural communities is the first to be solved.Therefore,it is of great theoretical and practical significance for the construction and development of rural communities,the modernization of rural governance system and governance capacity to explore the governance of public resource occupation in rural communities.Firstly,through the analysis of the theory of public pond resources and the theory of governance,this paper constructs the dimension of "governance subject-governance organization-governance system-governance way".Secondly,in-depth case study of rural communities,select the main parts of each dimension to explore.In the end,it is written with the idea of "current situation-problems-causes-Countermeasures".This paper is divided into five parts.The first part defines the concept of rural community public resource occupation and the content of public pond theory and governance theory,and then constructs four inspection dimensions of rural community common resource occupation governance.The second part takes f community of T City in Shandong Province as an example,through questionnaire,case analysis and interview,analyzes the content of F community public resources and the current situation of public resource occupation governance.In the third part,according to the results of the empirical investigation on the public resources of F community,combined with the four dimensions ofinvestigation,the author summarizes four problems existing in the process of the governance of public resources occupation in F community at present: the low participation of the governance subject,the unsatisfactory governance effect;the lack of support for the governance of public resources occupation,the difficulty of the internal structure of the community;the lack of system norms,the endless consultation system There are shortcomings in the way of governance.The fourth part,based on the analysis of the problems existing in the governance of F community's public resource occupation,points out the causes of the problems of governance subject,governance structure,governance system and governance mode in the current governance process of F community's public resource occupation.In the fifth part,through the analysis of the problems and the causes of the problems in the process of the governance of the rural community's common resources occupation,the author puts forward the Countermeasures of strengthening the cultivation of the main body of the governance of the public resources occupation,unblocking the governance structure of the public resources occupation,improving the system of the public resources occupation,and promoting the diversification of the governance methods of the public resources occupation.
