Trust, Standardization And Network: A Study On The Three - Dimensional Variables Of Social Capital In Chinese Community Governance

Community, as an epitome of grass-root society, is the most widespread and largest number of the social entities. After the reform and opening up to the world,relying on the "community system",community governance began to rise, in the early90 s, community construction began to boom in large and medium-sized cities of China. Today, the community construction has made great progress in our country, but also emerged many problems, should to be solved in order to promote the community governance. Social capital, characterised by the main form of trust, criterion, network,provides a new perspective to community governance.Good social capital is not only an important goal of community governance,but also the basic condition for effective operation. The goal of community governance is is through participation in public affairs by muti-dimensional body., on the basis of interdependence, clear responsibilities, to integrate community resources, maintain community public interests together and promote community development.Community social capital, as the sum of reciprocity and mutual benefit generated by the interactions between community residents, is beneficial to the expression and integration of multiple interests in the community, solving the dilemma of collective action and reducing the cost of community governance. Scholars have different views in formation of social capital, but in terms of organizational resources namely trust,criterion and networks,these three variables are the basic factors of social capital. The application of social capital in community are social trust, social criterion and social networks.At present, dysplasia and lack of social capital have become the hinder of community governance, such as lack of trust among residents and “three carriages” of community; lack of specification of administrative legal norms, moral standards and deficiency of reciprocity norms; inadequate citizen participation in the network and lack of community relationship network. This article discuss the status quo of community social capital, analyze problems and reasons, reference to the USA community governance experience, put forward some suggestions of developing Chinese community social capital such as perfect the related legal policies,create good institutional environment, cultivate community trust and build a community trust system; foster community specification, establish reciprocal norms;breed community network, implement active participation of muti-dimensional main body.
